What sort of skills are not applying to ships?
For example, is it ship bonuses like the drone bonus for the Dominix etc?

Damage bonuses primarily/only to my knowledge.
Though I've heard a few reports of missing tank bonuses, but unable to confirm it by myself.

This was fixed in the first Incarna patch, and even then, CCP released a fix within 6 hours.

Its not, my sentries were hitting for 40 on rachen mysuna last night (Vengeance Guristas Lv4), had to relog and then it started doing around 150 / 200 dmg, same fit, same ship, same target.
I sent a petition cause i didnt knew this bug yet but CCP didnt say anything, just to gather some friends and kill the NPC.
PS: I lol'd.

Had this issue the other day upon ejecting and getting back into my ship (due to an overheating bug that kept my OH levels maxed even across session changes and long after id stopped overheating). None of my skills applied to the ship, so it had base pg and cpu, and thus all my modules offlined. In non dockable space. Relogging and clearing cache, although inconvenient, seemed to fix the issue, and even re-onlined all my modules. So, yeah, at least the fringe on your incarna clothes are loking snazzy though amirite?

Not a massive loss, but I lost my Dominix in a Level 4 because I suddenly didn't have the DPS to negate the incoming damage, and the Hobs took too long in killing the warp scrambling frigate. By the time I realised something was wrong with my drones, I was into structure. I'd had that ship for nearly two years doing Level 4's without any problems. I lost half of my modules, too, including faction items. Wankers.
I'd hate to be the person losing a more expensive ship because CCP like to ignore bug reports.

To my knowledge we've sorted these all out. There were embarrassingly many of them and I truly wish that weren't the case.
If you are still experiencing problems with ships not getting the benefits of their modules/skills/implants/whatever, please submit a bug report with oodles of details so we can get things all back to normal.

actually they are not as far i can tell as a perfect orca booster the cycles of a t2 gas harvester should be 28 sec with implants and perfect orca boost skills. but the people in teh squad all get only 29.65s . i think the implants are not giving the 15% bost , only getting.. even relogging didnt work...

Thank you for a daringly open and honest comment on this. I only fly frigs in pvp mostly but I've still been suspicious of some ships melting much quicker than I would have expected. Granted this could be simply due to me being a really bad PVPer but I will try and keep an eye on any near-future engagements and give reports if I can  ~~~

Currently you can apply a workaround which is to relog in a station or Log off in space, wait until your ship gets removed from space and then log back in.
Now maybe You are reffering to this:
Server changes, released July 5, 2011 A bug where skills would not be applied after a clone jump has been fixed.
Do You see June 31 in here anywhere?

Skills not applying effected a LOT more things than just drones (in order of mostly occurring: damage bonuses (verified by myself), probing weirdness (got some really weird stuff happening sometimes, like and on/off switch keeps getting triggered), some reports of tank bonuses suddenly being nonexistent) and that has no mention at all in patch notes except the stuff in green saying it will be fixed in the future.

Fallout has been skooled on the subject now. My original statement stands - if after today's deployment you're still having problems, let us know - preferably via bug report with tons of details.

about 20m for me? (45m sp at the moment) but the actual times you die in a bubble are not equal to the times you die.
HOWEVER! I do agree that clone costs seem out of touch with allowing solo pew pew and I actually have made a taranis/dd/comet specialised character that will never learn any other skill-points SPECIFICALLY to allow gung-ho 0.0 do or die efforts. I think that character is currently sitting on 25m or lower and the clone costs are throwaway in comparison.
EDIT: My main has 85m sp and the notion of using him for guerilla solo pew pew is out of the question unfortunately simply because of the cost of clones.
I think it made sense several years ago but it is time for a revision in my opinion. Even high sp players want to get down with some simple action now and then. There are plenty of other ways to implement a isk sink, for poddings, losing fancy implants should be enough. ~~~

i remember playing WoW and never having to do a bug report because they had people testing their stuff... and if their ever was a bug it was minor and it was something that was hard to replicate unless you were at a certain spot at a certain time dancing with just headgear on and singing a christmas song and THEN a glitch would appear... you guys send **** out without fixing everything.. im sure you have to test parts of it but its amazing how many issues we have.. you are a game designer/developer... when i build a webpage i dont just design it for firefox, i have codes for IE/OPERA/CHROME and even netscape.. im just amazed by the appearance of not giving a ****... by the way ive broke the habit of playing this game im now over a week without playing and 2 or 3 days without logging in at all.. THANK YOU PO

WoW is also a lot "simpler" code wise, and doesn't have to handle as many variable either. Everything you see in space has ATLEAST 6 variables assoicated with it, and thats for statics-their x,y,z co-ordinates along with their shield/armor/structure hitpoints. Add in all the other variables for weapons, ammo, implants, skills, squad boosts, effects from NPCs/players(scram/jam/ecm/etc.) and the amount of variables per ship and the calulations to keep them up do date, and update the DB as well is staggering. That and apparently a good chunk of the codebase is spegetti-code, which is NOT fun to de-bug or troubleshoot... ---- --- ---

What, don't forget about the targets switching around during combat. I'll kill the first group, that will be the first three targets I pick. I'll then start on the second group which will be the 4th target on.
Kill ship number 1, now they all re-order in the HUD, you end up pulling group 2 before the second and third ship in group one are dead. . I'm as mad as I can take it and I'm not going to hell anymore!
I have reassigned my money for CCP to other projects for the next 18 months... |

For a fact: right now on my system, weapons and missiles of all types are doing significantly less damage than before Incarna. Ships' defenses of all types (resists, shield regen, AR, etc.) are working significantly less well. Skill training times are significantly longer (for example, on my main, skills which were previously listed as 19+ days are now 21+ days).
The difference is so great that my ships are effectively a full level lower than they were before. Meaning that a ship which could do level 3 missions can now only manage level 2, etc. Taking a BC into a level 3 used to be a piece of cake; now it's suicide--same skills, same ship, same loadout, same ammo.
Re-logging does nothing at all for me. Yes, I've applied all the patches; yes I cleared the caches after the latest patch was applied.
Yes I reported it, but I have no means of generating oodles of hard data because...I don't work for CCP. I'm not a DPS/parse hound, so I keep no records of these things and wouldn't even know how. But that's what I'm paying you for; I already have a job.

Edit: On a side note, correct me if I'm wrong but hasn't this now been an issue for over a month now? I'd much rather this got fixed than I would like to see a new design for a overpriced digital monocle I have no intention of purchasing.

You are aware that it is common practice for software companies to provide customers with a method of reporting bugs. As a customer, you could complain "wtf? why should I submit bug reports - isn't that your job?" or, you could just submit them thereby helping the bug fixing process to achieve a satisfactory resolution in a shorter timeframe.
If you have a complaint, not actually complaining via the correct channels probably wont get it fixed. ---- Will 2011-06-24 go down as the day CCP stood still, or the day the dream died? |

Relogging and clearing cache, although inconvenient, seemed to fix the issue, and even re-onlined all my modules. So, yeah, at least the fringe on your incarna clothes are loking snazzy though amirite?

I don't even bother, the last time a petition I submitted actually helped resolve an issue was during the first week after Apocrypha release when my SOE Epic Arc bugged. I've been playing EVE since summer 03 and during that time I can tell you that the total number of petitions I've submitted have ended up with a less than 20% success rate. Half the time the response is 'Our logs show nothing.'

Agreed, at the very least CCP should have given us information on the bug, followed by an ETA for a fix. As it stands, no fix, no information, a half-arsed workaround that doesn't even work properly and no details on when exactly we can expect the fix to arrive.

HOWEVER! I do agree that clone costs seem out of touch with allowing solo pew pew and I actually have made a taranis/dd/comet specialised character that will never learn any other skill-points SPECIFICALLY to allow gung-ho 0.0 do or die efforts. I think that character is currently sitting on 25m or lower and the clone costs are throwaway in comparison.
EDIT: My main has 85m sp and the notion of using him for guerilla solo pew pew is out of the question unfortunately simply because of the cost of clones.
I think it made sense several years ago but it is time for a revision in my opinion. Even high sp players want to get down with some simple action now and then. There are plenty of other ways to implement a isk sink, for poddings, losing fancy implants should be enough.
