Is there a good non low sec place to grind CNR missions vs angels? All I have been able to find is Guristas or Guristsa + Serpentis, and I hear Angels are easier to tank in you Raven/CNR and they loot/salvage far better, I just cant seem to find a good level 4 mission giver.

You should try Minmatar space. They have a number of good Caldari corps with Level 4 agents and a large number of kill missions versus Angels. Try centering your search around Hek or Rens in the Metropolis or Heimatar region.

That's not a bad idea, until you realize the LP rewards from Minmatar corporations are utter crap and have terribly low ISK/LP conversion. Not to mention the Caldari LP rewards are something the OP might actually be interested in using.

Erm...maybe somewhat nubbish but;
There are Caldari Navy Agents in Minmitar Space?

Doesn't need to be navy agents. They aren't necessarily the best anyway. And there are NPC corps that have offices and agents in other empires space.

Sorry noob here,
But all my LP is all Caldari Navy, so i was hoping to stockpile onto it. Unless its changed, isnt LP 'corp' specific and not faction. I.E doing things for a Caldari agent that isnt part of the Caldari Navy goes into a seperate LP pool, yes?
