I have looked over the BPO Wiki and I am still confused.
Can anyone give me a quick run down on how they work?
According to the Wiki you can buy most T1 BPO's from NPC's - but where are these NPC's? Are they just for sale on the market like the old learning skills were?
How can you tell if it is a BPO or a BPC? All the ones I am finding on the market have a limit of 1500 (Cruise Missiles) or does that mean I can only copy that Blue Print 1500 times?
What is the invention tab of the Blue Print and how does that work?
What skills give you a "perfect" set up - when you are looking at your bill of materials?

Read the blueprint entry in the wiki again. Check what those numbers mean. I'm not going to spoon feed you since you'll be competing with me in the market :)
As for what you find for sale on the market orders screen, those will only be unresearched BPOs. BPCs will be sold via contracts. The reason for this is that BPCs will contain varying levels of ME and PE research, different licenced runs, and different production limits.
Those terms are all explained in that article I linked, and the articles linked to from that.
To get "perfect" you'll need to (a) have Production Efficiency 5 and (b) ME researched to about x/5.5 where x is the largest quantity of items in the "bill of materials". Note that ME has no effect on "extra materials" (such as the materials used for Nanite Repair Paste). Note that in many cases, performing ME research beyond about 10 is pointless since the quantity of resources being saved is never going to compensate for the time spent researching that BPO.

Blueprints are scattered throughout the galaxy in NPC Stations. Not every blueprint you will find in every region or in hi sec. Some if you really want the original means travelling through hostile space and back again. They are not necessarily seeded like skillbooks where you can say that schools have libraries of all relevant knowledge. BluePrints may be race specific or Faction specific or whatever. Evemarket tools are great for finding locations of what you want.

I use both of these a lot. They both show where BPO come from. BPO Calc Chruker's EVE Online section

Only packaged (means it never had research quote) BPO can be sold on the market. In contracts and otherwise look for the word "Original" or "Licensed Runs Remaining: Infinite".
They also look different. BPC are a very light blue, and BPO are a darker blue.
The run limit only applies to copies (BPC). With a BPO you can manufacture as many runs as you have the materials for, up to 30 days of time.

Production Efficiency 5 eliminates material waste from incompetence. Industry 5 minimizes production time. That leaves researching the BPO for material (M.E.) and time (P.E.)
