You cannot simply "issue" more shares. CCP owes considerable debt to private parties and the debt contracts will govern the creditor's interest in CCP which, by default, will restrict CCP's ability to do anything that would dilute their interest (i.e. issue stock). To issue stock publicly CCP would have to have a nice audit and accounting, give out future plans and mission statements for product lineup, game changes, anything that could have an impact on the public perception of the company. This means all their dirty laundry and secrets come out so they will not do it. CCP will remain the domain of private debt shareholders.

To make shares available to the public they would have to list on some form of exchange. To do that they would have to issue a prospectus etc. Listing and associated costs are pretty high and its really aimed at a tier of companies above the size of CCP. I'd buy some shares in CCP, then I'd use my meagre 0,001% to voice my disdain at the AGM regarding barbie in space.
