Are there any other skills than Electronics that either increase a ship's CPU or lower the CPU need of the usual mission related combat systems (weapons, hardeners etc.)?
Background: I am currently flying a mostly t2 fit Harbinger
[Harbinger, missions] N-Type EM Hardener I N-Type Thermic Hardener I Energized Adaptive Nano Membrane II Heat Sink II Heat Sink II Medium Armor Repairer II
Y-T8 Overcharged Hydrocarbon I Microwarpdrive Cap Recharger II Cap Recharger II Cap Recharger II
Heavy Pulse Laser II, Scorch M Heavy Pulse Laser II, Scorch M Heavy Pulse Laser II, Scorch M Heavy Pulse Laser II, Scorch M Heavy Pulse Laser II, Scorch M Heavy Pulse Laser II, Scorch M Heavy Pulse Laser II, Scorch M Salvager I
Medium Capacitor Control Circuit I Medium Capacitor Control Circuit I Medium Capacitor Control Circuit I
I finally finished training Hull Upgrades V today to upgrade the N-Type hardeners to tech 2, only to find out the t2 hardeners take 10 CPU more each than the N-Types. And with my current skills (including Electronics V) I am sitting at 468/468.75 CPU with the above fit = no CPU left to fit the tech 2 hardeners.
Are there any skills that would lower the CPU need of the modules listed above?
Note: I am fully aware that removing the single Salvager I would give me exactly the 20 CPU needed. But I currently like the relaxed playstyle to collect loot and salvage directly after a mission without changing ships.

Weapon Upgrades reduce the CPU cost of launchers, turrets and smartbombs by 5% per level.

Too bad Weapon Upgrade is at V already, too. Seems a bit that I am kinda capped out on CPU.

i just tried this fit on EFT with my skills and got
463.5 / 468.75 CPU use
try energy grid upgrades if electronics and weapon upgrades are already maxed
