I'm looking for an objective means of determining when you should move up ships. I know the progression is frigate - cruiser - battlecruiser - battleship, but when exactly should you move up? When you have the certificates trained for the ship? When you have x,xxx,xxx skill points?

There is no good across-the-board benchmark for this. If you run missions, a good time is when you start blowing through missions of a level with no issue, that is when you should look to step up to the next class and mission level. Otherwise, a good barometer is to upgrade to a new class of ship once you have the appropriate weapon skills to 4, as well as fitting skills applicable. For instance, moving from frigs to cruisers you should have medium guns 4, as well as be able to fit the appropriate propulsion and repair modules. I wouldn't go to BCs until you at least can fit a t2 tank. For BS I think you should be able to t2 fit everything (except maybe large guns, that should come soon though). That is a very rough guideline, and there are some other things like drone skills and navigation that should be mixed in as well.

I think, to some degree, you should train for the ship BEFORE you buy it. Tank and weaponry skills to lvl 2's and 3's will let you know that you can sit in that ship with *average* skills.
Continue adding skill levels and at some point you will have tank and weaponry at 5's. At that point, ships become a matter of choice, as to your own interests.

The answer to this depends, of course, on what you'll be doing with the ship and whether your skills will be enough to succeed.
For intense organized pvp, you'll want very high skills. Even in militia, killmails are regularly laughed and snickered at when a player isn't fitting all tech 2.
But for pve, it's just you. I have trained characters that have ran L4s in a battleship basically as quick as I could possibly sit in a battleship and fit large guns (under a month). So whatever then. If that's your goal and you can do it, do it. That same battleship would probably get slaughtered continuously in pvp but if you don't leave hisec and don't pick fights, who cares.

I came up with two rules myself...
1) Dont fly battleships without T2 tank 2) Dont fly T2 ships without T2 primary weapon systems

there is also frigate - destroyer - cruiser its pretty cool ship too ;) i wouldn't rush to BS to do thous L4 missions learning smaller ships is pretty important as well and loseing them wont cost you that much EVEmon helped me alot with getting the right skills for the ships and the ships loadouts as well in battleclinic

When the mood takes you. Could spend a couple of years specialising in frigates, or you could get into a battleship in a couple of months (though not really recommended, and not all battleships).
From a SP point of view it depends very much on which race's ships you go for. Caldari works well with low SP. Both Amarr and Minnie need significantly more to shine, Abbadon and Typhoon I'm looking at you

I went with a Hurricane as I trained up all my gunnery and shield skills etc. before I got into a Maelstrom.
When you find missions for example seeming too easy, say L3s in a Cane, it's time to move up.
I guess I mean that in my case, the decision was subjective, rather than objective.

EFT is your friend. See how much more bang you get for your buck at your current skill level. Your understanding of ship progression is correct, but there is no requirement to follow it. For me, I skipped cruiser and went straight to battlecruiser. I have been in battlecruiser for over a year. After examining battleship capabilities with EFT, I have not convinced myself it's worth it to go to battleship. Only recently, I bought and injected a battleship skill, but I have yet to train it to level 1 :P I just don't like battleships, they are slow and expensive and on average not terribly better than a well-fit battlecruiser. That's not a rule, just my opinion.

make sure you are insured, the first month is probably the only time you will buy insurance for a new ship, after that you will have the skills to feel comfortable and not shell out the ten mil per month.

Doesn't exist.
There is however moving up
Frigate ->Assault Frig ->Interceptor etc.
Cruiser ->Heavy Assault Cruiser ->Logistic cruiser etc.
Battleship -> erhh... whatever erhh carrier? marauder?
In eve you choose what you want to do, and use the tool for the job.

Yeah, this is good ^^ I wish I'd learnt that earlier myself tbh. And there are jobs for smaller ships or different ships.
