Before I spend a few days finishing up my skills needed I want to make sure I get the best bang. I am very new to PvP(only been in one fight, and it was in a hauler I somehow managed to get away), for about 4 month's I have been solely doing high-sec activities but want to switch it up for some pirating.
Anyways, thanks for any help you can provide!
Oh, here's my current fit plan:

That fit looks OK its basically a slight variation on the standard cookie cutter Merlin, I cant say much about autocannons on a Merlin because I have never tried it although I have seen it done before. The choice between the two basically comes down to capacitor in this case, 75mm railguns track well and have good range with the Merlins bonuses so getting kited within scram/web range is not an issue like it would be with Blasters so you gain nothing when comparing them to ACs, in fact you lose some range and gain a bit of tracking.
It all comes down to neuts and SP, if you are likely to face neuts ACs would be better and you are better of choosing the weapon you have the most SP invested in, using T1 ACs when you can use T2 railguns might make you worse off and Vice Versa.

Alright thanks for the information, I do realize it's a standard fit however I am just learning the ropes. My hardest problem in Eve is figuring out which modules to fit on my own, so at the moment I just find a standard template and tweak it a bit.

Nothing wrong with using a standard fit, I wasn't trying to be critical and after all standard fits are usually standard because they work well and do the job. Anyway good luck in your first fight with it.

ACs work great on merlins.
-shoot any dmg type. -capless. -best tracking. -can brawl with them (emp s, fusion s) OR kite (barrage s)

Even the Barrage, I find autocannon range to be inadequate. Here's a merlin fitting I like to throw out to new players. It's basically a "kite within scram range" fitting. Scram+Web+AB gives reasonably good range control, provided that the enemy tries to get within range.
Good buffer and superior damage projection means that you should come out ahead by the end. I just wish I could fit on a tracking disruptor.

Personaly I would use a damage mod on a Merlin. Due to the split weapon system you are really only getting 50% effectivness by using one as it will only boost one of the systems.
You would be better off with something else and in your case, seeing as you look like you will be kiting, a propulsion mod. This will allow you great speed with which to kite OR you could use a cap boosting, shield generating mods.... depending on skills.
Also.... 75mm rails do NOT track well. They track around 30% of blasters and AC's. Do NOT orbit or get orbited with them!
Are you flying solo or in a fleet?
If solo, you will need a web to maintain range or they will break it and pull away from scram, though if you are fleeted, you may want to drop the web for an Invuln II.

Considering you have an AB and Web, and are seemingly going to kite within scram range, I would use lasers with scorch loaded. Railguns suffer from poor tracking, even at 9km.
Use this fit:

What exactly do you "Kite" "within 10km" ? A blaster frigate ? A smartbomb destroyer ? Great target selection...
I'd go with AC, because they are a short range weapon like the rockets you use. Unlike rails they'll allow you to hit while orbiting your target. (Long range weapon at close range : horribly horrible tracking).

This post has a fairly good comparison between autocannons and railguns/blasters on the merlin. It quickly turns into an argument (as usual), but there are some good points in there. Just take what they say with a grain of salt and use your best judgement when comparing their opinions.
