I have a solution that will fix your problem.
Cancel holidays, pay overtime, hire mercenaries, and complete the largest content update EVE has ever seen.
In Hollywood they call it a reboot.
If the Batman franchise could recover after "Batman and Robin (2007)" then EVE is certainly not a lost cause.
You just need a reboot worthy enough.

This would work for me. But it has to be pretty massive indeed. Maybe move the abc fields out of 0.0 and into lo-sec.... hmm might be asking too much.

'Hollywood' doesn't have millions of lines of convoluted code, dozens of patches worth of expansion data bolted on, a complex and bloated database, and server uptime commitments to keep due to monthly subscriptions.
Hell, simply adding an avatar and a single captain's quarter has virtually crippled the system to the point everyone sane disables it, your proposed content update would bring an end to the universe for the better part of a year.

Balancing stuff, adding new ships (like the missing pirate faction ships), and changing skins/models doesn't cripple anything...
its the big stuff like captain quarters and crap that messes everything up.
