Everything you wish to know about it is listed on the link above.
 What you don't know, is that he has good Mission Agents <-> standings, so you can improve his negative standing very fast:
- Republic Fleet standing: 5.50
- True Power standing: 5.27
- Blood Raiders standing: 4.18
- has a positive wallet ballance.
- has 2 Jump Clones, each with 4 +4 implants.
- has a -2.54 standing.
- I'll receive the ISK.
- all other CCP regulations are in place.
 20.4 M SP in Spaceship Command
13.7 M SP in Gunnery
Bid starting: 1 bil.
