Notice how you ignored the fact that I said "jump" not warp? I see ragecaging as an exploit because the warp disruption bubble overlaps into the shields, thus nullifying the point of having a shield. Why don't we just allow people to be locked & shot at inside the pos. It'd just clear this whole issue up. Thanks CCP for being once again for being absolutely worthless...

You're so right. While we're at it, bubbles shouldn't stop supercaps from jumping at all, because they're supposed to be immune to ewar. Worthless, I'm telling you....

Dropping more than 25 bubbles in any location is bannable. I've already been banned for that. I drop 35 Large T2 bubbles On a gate. :P
The OP was a mere question; Can you do it or will you get banned? It's an exploit from whatever way you look at it. No it shouldn't be bannable, but then again, shouldn't it? Or should CCP just fix it to where the bubbles to effect ships on the inside of the "forcefield". so basically, you log out, and log back in, your f*cked.
Just so everyone knows: (This is from personal experience.) If you log out in a POS force field that has been bubbled, your ship sits there for about a minute, then disappears. When you log in you appear at a e-warp point 1000000 km off, like any other e-warp point, then warp back to the POS through the bubbles, to a point close to where you were when you logged.
If you cannot defend your POS from those who would attack and bubble it, maybe you do not deserve it.

nothing wrong with a r8pe cage as someone pointed out as long as its there to do its job and not there to lag out the server.
a pos is a large thing to cover, it will take multiple bubbles to lock it down. and theres not a damn thing wrong with that.
you are still safe in your safe spot, you just can't go anywhere, and that's functioning as intended, its called a blockade.
ride it out, hire mercs, move out, use alts. you have lots of options

You will NOT get banned and the bubbles will NOT be removed.
If you doubt this then I suggest you go to V-IH6B. When I went in there I found over 100 bubbles anchored on the gate. That was confirmed as perfectly acceptable by a senior GM because it had a "tactical reason".
If its acceptable to massively bubble up a gate to rat in the system then its acceptable to bubble up anything else you can think of.
The tl;dr is that if you are anchoring bubbles there is no limit because you can always come up with a "tactical reason" for doing it.

Spamming objects in space (bubbles, cans, shuttles...) for the purpose of causing lag is bannable. Launching anything for an actual tactical purpose is not. Cans launched to decloak incoming targets or bubbles launched to create a 100k x 100k x 100k unwarpable field around a gate or in a POS are okay.
The current game mechanics allow the effects of a warp bubble to work through POS forcefields. This is unlike ECM bursts some time ago, which have been confirmed as a bug, were petitionable, and were later fixed. ---

I remember back when TEST were taking 6VDT with Goons + co, we had a longer than usual DT so i told everyone to go to a new thread i created on CAOD and post there in protest to the longer DT.
about 5 minutes later the thread disappeared off the face of the planet, 13 posts short of the magical 1000 mark 
And then we all get back on to find 4/5ths of the bubbles deactivated

Why wouldnt that be allowed? That person can simply SD his ship/pod and get out.

Thats fine that you believe that in your head, but the fact is that you can be banned/punished for putting up too many bubbles, it has happened to people in the thread who have stated it directly.
Also, the short answer to the question is just plain "yes".
