There was recently a thing on how to set up videos of your choosing in Captains Quarters. Is this allowed or can you be banned for it?

I doubt they will make simple client consistency check to prevent this in future, but until then.. if you will not demonstrate your CQ home pron to public, nobody will arrest you

Replacing a video file is no more modding the client than listening to your music while EVEing.
Simple as that.
Yet, CCP would do GREAT to NOT wait and try to sit out this one THIS TIME!

Is it really? If this is really against the EULA, then you could definitely make a claim that using a shortcut to pass command line switches to the client are "client modifications". You could also argue that defragmenting your hard drive is a "client modification", since that is rearranging and reordering the client. You could also argue that people using nvidia 3dvision is a "client modification" or that using the FSAA+HDR driver override trick is a "client modification". As could deleting your cache or editing a settings file with a text editor.
The question that REALLY needs to be answered is this: Does CCP wish to prohibit a player altering his or her own EVE experience, even in ways that do not alter the experience of any other EVE player? OR Does CCP restrict the definition of "client modifications" to executable data only, or data which can somehow impact the state of the server? ----------

Technically it's against the EULA, although it doesn't give any unfair benefit or harm other players. However, CCP aren't the kind of company to ban players for this kind of game modification. I think

I have made a petition on it but it's been close to 3 days and no word yet. Would be great to get a confirmed yes or no from anyone in CCP.

comparing python injection to the replacing of a video file is like comparing apples to oranges.
Python injection typically gives the user an unfair advantage in some form depending on what is being injected.(actual modification to the client) Whereas replacing of a video file that plays inside the CQ is harmless. (replacing of client side data)
Oh, and if you want to go into biology...various forms of contraceptives trick the body into thinking it is already pregnant... So depending on how you define pregnancy...you could potentially call that "just a little bit pregnant"
