It's the monocle. You dock in station and the game scans you for it. If you have it and are not an accountant, junior accountant, or trader the game just assumes you're a smelly peasant who could not possibly have afforded it and has contacted the authorities to report your theft.

Because of mass protests over monocles CCP introduced Monocle Tax. You are not an accountant so you cannot pay. You need to get rich 10bill+ because you are going to get fined by CCP very soon

There's a bug going around that makes EVE read the wrong config file when you have multiple characters per account ù bug report it.
It's basically trying to open up your main's (corp) hangar, (corp) wallet, ship list and a few other windows that your main opens by default, but since it's your alt it doesn't have rights (or even access) to any of those and it starts spitting out various errors. In some cases, you don't notice it that much ù e.g. it refuses to re-open the items window properly when you dock and you have to do it manually ù and in others, you are made abundantly aware of it ù e.g. with the wallet/hangar, where it spits out the error popup you mention.
Try this just to confirm: as your alt, open your item window and leave it open. Then relog that alt. If you're struck by the bug, the item window will no pop up, since, regardless of whether it actually managed to save that window state or not ù and it's hard to tell with the bug in effect ù it doesn't read that window state back in when you log in, because it tries to read from a completely different character's config file.
