I'm wondering how much Time you have when going through high sec space with say a -10 status before the faction police attack. Also do they warp scramble when they do lock?

the response time and ship types depend on the system's security. Yes, they can scram you but it is rare due to the fact that most of the time you will be webbed by they frigs (instawarp). Typically, you will be able to see the faction police show up before you uncloak, and unless your in a frig (or smaller) you will be locked and shot at before you warp.
I have noticed that the faction police gangs typically don't have many points, so if you load up on stabs while your travelling you will greatly increase your chance of survival (even in a bs, i moved an apoc from amarr to houla with -4.5, though i am sure i would have died if i was <-5) -------------------------------------------------

Basically not much time at all.
Technically you can fly anything through high sec as long as you don't stop moving. Jump gate, warp to next system. If the navy catches you during this process they will web you before scrambling you, which has the benefit of actually getting you into warp faster.
If you have a slow connection / lag etc then you could get scrambled and lose your ship 
Some people might try and get a scram on you if they see you, or might specifically camp certain gates to catch pirates.
You can travel in a pod with immunity to the navy, but not players.
Do not ever EVER go to CONCORD sov space as an outlaw  ~~~

all good to know. I managed to get killed In Jita by a -10 security person in a destroyer (I was just in a Heron with a few tech II drones.. not a big deal). I was by the gate and AFK and was wondering how somebody with a -10 could pull that off before getting killed. I assume there must have been an alt who cargo scaned me and then the low sec character managed to alpha strike me before getting blown up himself. I don't really care it happened as I enjoy all aspects of the game (even that) and it made me curious. It's also interesting that Concord is so much more of a threat than Faction Police. How much of a standings hit do you usually take for such action?

At least you learned that lesson cheaply 
as for the amount of sec loss. It depends on 3 factors (system sec, attackers sec status and victims sec status). I don't have accurate figures but assume you will lose -1 point of standing for every 3-4 ships you destroy. Could be 4-5 ships.
Obviously the -10 guy has been doing it a long time  ~~~

Thanks for the Reply's. And yes it was a cheap lesson. And Honestly one I knew about I just didn't expect somebody to bother with the small chance at a few million. But I guess it's all calculated risk. It's interesting that the sec status of the person your shooting matters. It's been a long time Since I played this game (about 5 years now) I've missed how adventurous it can be.

Some guys are really good at getting deep into highsec while being -10. I made the mistake on one of my alts one day of being AFK on a gate in a Cheetah with Sister launcher and head full of +4's and scanning hardwirings. I got up to grab a sandwich in a .7 system (this was about 4 or 5 jumps to the nearest lowsec, all .6-.8 systems as well). I came back about 3 minutes later to find myself in the Brutor station in Rens about 20 jumps away lol.
When I looked at the lossmail, I saw that it involved a -10 pirate guy in a Typhoon with a full rack of smartbombs. I ranted and raved in a petition as to how the hell this guy could get a slow, heavy bs that far into highsec without faction police or such blowing him up, but now after being a pirate myself, I understand how it all works very much.
It was an expensive lesson about not going afk even in highsec in paper-thin ships, but lessons like that tend to teach you more about life in Eve ;)
These days, we regularly get tears from highsec miners and haulers by going 3-5 jumps into highsec with thrashers or ruptures and killing shiny hulks and sometimes haulers full of goodies that one of our highsec alts have cargo scanned. I've no doubt they file angry, bitter petitions just like I did long ago lol. Stuff goes here |

There is something horribly wrong with the SEC system, considering people with -10 can get into highsec with very little trouble, and people can also gain enough SEC status back with a few days of grinding in nullsec to be able to enter highsec after all they have done. Nowdays -10 is just a slap on the wrist or a badge of "im an evil piwate" considering most pirates do it just to destroy stuff in lowsec and highsec leaves me to wonder why supercapitals aren't allowed in highsec when -10s can go 20 jumps though highsec and kill someone without an issue then escape without any real consequences.

Someone correctr me if i am wrong.
outlaws have ships brought to them on grid and they board said ship. how ever the risk is they can be killed by other pilots.

There isn't anything wrong with the security system. You won't see a lot of us flashy reds in highsec as much as you might think, though from time to time we do like to annoy other law-abiding citizens.
Think of it as if you lived in a gated community. You think you are safe, and for the most part, you are, but any criminal can jump over a wall away from the entrance gates where a guard sits checking everyone who comes through the gate. We can break into your house, set it on fire, murder anyone we can get to. Sure the police will come, heck, they might have even seen us crash through the gate or jump over the wall and be actively hunting us, but if we are a little bit smart, we can still find victims.
The reality is no one in Eve is truly safe, just like no one in the real world is truly safe...unless you never leave the bomb shelter you dug 100' into your back yard (ie: never undock).
As for caps/supers, well, if those were allowed in highsec, the tears would be so immense, and the carnage would be incredible. Imagine a couple of supers sitting outside Jita undock or at the gate and the police/Concord only had their current lineup of ships. Even when jammed, a carrier's fighters would still attack their target. And a super can't be jammed (as far as I know, they are immune to EWAR).
Now, all criminals are allowed to rehabilitate. How many criminals here in America serve their time in prison or jail, get out and then just go right back to more criminal activity? A lot. I've read/heard plenty of stories of a criminal with a rap sheet a mile long, guys that have been arrested and even convicted of 20, 50, 100+ crimes, and yet somehow they get released and do it all over again.
As a pirate, I see nothing wrong with the system in Eve. I and others like me spend the majority of our time in lowsec though, usually only going into highsec for a high value target like a hulk or juicy freighter carrying something worth getting blown up by the police/Concord over. I hate to say 'deal with it', but really, the answer is deal with it.
It is just part of the game. Flashy reds aren't psychotic loners who only live to grief others (in real life or in a video game). We simply play by the rules of the game in Eve, and those rules allow us to do certain things that others don't like. Stuff goes here |

There is something horribly wrong with the SEC system, considering when we started this game, people with any sec could travel through highsec with very little trouble, and even dodge CONCORD without having to bother to grind sec up in nullsec to be able to enter highsec after all they have done. Nowadays -10 is just an inconvenience that helps alert the carebears faster and makes me wonder why we can't be allowed to dodge CONCORD again as this game used to be hard and not so carebear oriented as it is today. -

Alts make SEC status worthless anyway. Need stuff from a trade hub for your badass -10 piwate? Alt mover. Need to find a target for your red suicide ganker? Alt scout. Need to grind money for that HAC/BC you like camping gates with so much? Carebear alts. Bonus points if you claim to hate people who do nothing but farm high/null all day.
