Ok, This idea came about from a friend of mine by the name of Dre Cong.
So we have all seen it. You are in a trasporter/hauler traving around in high sec, You should be safe (ish) but alas. You are prone to the evil suicide gankers.
Now would it not be nice for you to turn the tables on them? I Give you "The Concord Deputy Pilot Licence".
What this new Licence can do is (the fine points will need to be worked out by CCP) Is anybody who has a low sercrity rateing (yello-ish) and is close to a stargate (or maybe not). Can be agressed/destroyed. YOU CAN NOT PODKILL (well you can, but you will take a big sercrity rateing hit for it). This idea is not to stop suicide gankers. Just to make them have to fit their ship a bit diffrently and to make them watch over their a bit more. It's to give them something more to think about before becomming a suicide ganker.
This "Licence" would be avliable from Concord or maybe the new "NEX" at a very VERY high price (it will give you the rights to shoot bad guys in high sec, It should cost a lot). And you would need to have a very VERY high sercrity rateing of your own just to buy one. And the Licence would only last for a few days, Say 10 at most. This "Licence" should not be cheap to get. But it should be very rewarding for the players that play nice (carebares).
This idea is to give players a new and cost efective way to combat "suicide ganking". Not to stop "suicide ganking". As much as I hate it myself. It has a place in Eve. Just wished it was not so easy and cheap to do. War Decing the corp of the suicide ganker is not working as all it does is
1, Make them hide 2, They switch out to an alt 3, You get into a war you can't handle.
And Having Kill rights is no good as the suicide ganker just goes back to his home system and you can bet it low or 0.0 space where you can't go own your own.
This is a lot to work out to make this a workable idea.
But the primice is good I think.

so what's to stop the bad guys from getting the same thing so they can just kill you back?

And they would not get kill rights to come and get you back latter (but they can defind themselfs at the time of combat). And the Licence would only alowe you to fire on low sercrity rateing toons. And even then it would have to be a fine line. I Would also add that this would not alow you to free fire in Low sec space. It only works for high sec where Concord themselfs operate. It's going to take a lot of thinking about to get it to a workable state. Here is a funny thing that just came to me. You might end up with players with Alts that can get the Licence just so then can do more PvP on themselfs. lol

And the "bad guys" could just shoot back once you attack due to aggression mechanics anyway.

You could also add a new skill book to the mix. Make a X5 socal skill that you would need to be a level 5 before you can even buy the Licence

And that is the point. It's not safe. And it's not ment to be safe. I fully agree with that. But with the way things are now. It is safer for "suicide gankers" than it is for law abiding citizens.
Please understand that I do not wish to remove or stop "suicide ganking". Far from it (I did my 1st one yesterday and it was fun). But it is far to easy and cheap for me to do it. Fit a cheap ship with all damage mods and sit on a gate and wait for a victim with no fear of anybody trying to stop me. It is fun. I Lost 5mill ISK to Concord and the Victim lost 180Mill ISK plus his cargo and time that it took for him to mine it. With no way for him to get his own back (revenge) on me for doing it (well he has kill rights on me. But good luck with that). What I am trying to do is inject a sense that if I am doing this a lot. Then at some point I am going to have to fit some sort of tank just in case a "The Concord Deputy" comes along. This would mean I would have to stop my evil ways and grind up some sercrity rating or fit some tank just in case I encounter a "The Concord Deputy". If I have to fit tank, Then I can't have as many damage mods. and so it gets just that bit more expensive to do (I Would not have as many targets that I can shoot at and win if I don't have the damage mods to pull the job off). It works both ways also. Remember if a "The Concord Deputy" comes along and decides to take you on. Then you have a fight and the portability of funky killmail. Don't think of it as a nefing to "suicide ganking". Think of it as a new dynamic for PvP.

easier solution would be if all useless ppl who are botting level 4's would just stand their ground and go shoot other people instead of helplessly welping.

I like that idea. The security standings should have some better benefits with sovereignty. Wether it is better goods, or the privilege to kill another ship and player if you get attacked. The high the standing the better the privileges that are offered. As a person with higher standings you should be granted with certain amounts of trust. Should you however prove that trust was misplaced by using those items provided by concord to the toon. You should lose a substantial amount of status. I.E. 5.full points on sovereignty status. Be the kind of man that when your feet hit the floor each morning, the devil says "Oh crap, he's up!"

I Best point out that any nigative actions that would normaly drop your sec status like "Can Flipping" "Loot Stealing" "Agressing in LowSec" and the likes would automatcily revoke your "Concord Deputy Pilot Licence".
If you are going to be an Officer of the Law. You have to be a very good boy/girl/Non-human.
