Ok, a Machariel has more range and more raw dps, which really stands out in OTA's, a Sleipnir on the other hand has a bit less dps but manages to apply it a lot better in NCO's.
If I could fly both, what would be the best overall incursion runner?

Definitely Machariel. Its range is useful in OTAs and somewhat NMC too, in NCO with a specified webber in your fleet this won't matter much anyways.

Mach will also get shiny fleets and can do assults and hqs.

It's a great idea to bring a 1b+ ship to a public fleet engagement.

As with anything that has a value in Eve, either you fly it because you can afford the loss or you don't. And, by the sounds of it you seems to lack the knowledge about incursions, in a good fleet it takes 10-12 hr to get that Machariel, in a not so good fleet it would take 20 hr. For shinys to put on it, add another 10-20 hours.
Secondly, ppl with 1B+ ships tend to fly them with ppl they know and have been flying regularly with them in Incursions.

The current incursion community is just a set of different blocs around the FCs who know their business. You need to be on various private recruitment channels if you want to get in good fleets without having to spam BTL for hours on end. How do you get on these channels? Fly a ship that costs a lot, and does a lot. If you don't, then sucks to be you. A pimped Mach is a ticket to these circles that allow you to print out ISK like no tomorrow. A standard fit Rokh/Raven/Hype/Apoc and most Navy faction ships are not. That said, afaik Sleipnirs are also commonly used in higher tier fleets.

I'm still fairly new to incursions but my observation is that machs are used, and sought, more than sleipnirs. Certainly the blitz fleets that occasionally jump us and 'steal' sites from us have always contained several machs.
Of course the 'only fly if you can afford to lose' caveat applies. Having only done a couple dozen so far (VGs, As, and HQs), all except one went very nicely. In that one we lost a logi in an instant, and then very quickly it all turned to custard with only a small portion of our fleet getting out in their ships ... that could have been your mach that was rapidly converted to a wreck.
Of course the most important thing is .... machs are way way cooler than virtually any other ship in eve. Why would anyone want to fly a ship with such a difficult-to-spell name when they could just ooze awesomeness in a mach?
