Trying to understand here... I have Procurement level 2 so I can place buy orders in space up to 5 jumps around?
I do that and it only allows me to select stations in the current system.
So maybe it is Visibility which allows me to select a range but what Procurement Level 2 is good for? Except being able to train Visibility...
Edit: let me rephrase, what can I do with Procurement Level 2 that I can't do with Procurement Level 1? (training stuff excepted)

Procurement is broken. Has been since exodus was released. Likely will be fixed Soon(TM). Procurement should allow you to select the station to place the order at based on range but it doesn't.
Note: Soon(TM) == aprox 400 complaints, 7 dev chats, 4 patches, and 9 months later.

visibility is implemented, but it applies only to remote sells (apparently) so it's totally useless. if you're in the system to place a sell order, you might as well dock and place it region-wide

Visibility is not completely useless. If people around you insist on putting ships on the market at less than mineral worth, simply buy them up, then re-sell them at a more sensible price remotely without ever leaving the station.
This is where visibility is a key skill, as those remote sell orders wouldn't be visible outside the station if you didn't have it.
That said, pre-Exodus I did kind of expect it to apply to all orders, and was surprised to find it didn't, as were a lot of fellow traders who pre-trained it.

Sorry but I do exactly that and I don't have Visibility trained, yet the ships I sell back are visible in all the region. I think it is for buy orders you can select wider range.

All orders placed from within the station where the item is located are NOT affected by the visibility skill. Visibility affects only goods located and placed for sale from a station other than they are located.
Your Mega Afocal Pulse Maser I perfectly strikes Asteroid (Veldspar) [R0ME], wrecking for 798.3 damage.
Your 425mm Railgun I perfectly strikes Guardian Captain, wrecking for 685.9 damage.
