Are dreads not already obsoleted by carriers apart from a single role?
Dreads are for infrastructure destruction, and nothing else.
New nullsec players are only training for dreads if they are ignoring the advice of more experienced players, since dreads have no earning potential, either.

Dreads also apply good DPS to carriers, other dreads and supercaps. Their problem is that supercapitals do this better without having to commit to a fight, and can also engage subcap fleets to boot. So it's supercapitals that obsolete dreads, not carriers. I'm quite happy to read suggestions about boosting Dreads so that they aren't obsoleted by supercaps any more. But the sensible way of doing this is not to introduce t2 or T2 Dreads while leaving existing Dreads in their obsolete state, it's to boost the Dreads that we already have.
Having said that, the entire idea of a siege mode-less (or even a five-minute siege) Dread makes me uneasy. Siege mode is a good idea - it discourages frivolous hotdrops and forces people to commit to a fight, giving your opponents a chance to hit you back. FCs who make the mistake of sieging in unfavourable circumstances deserve to be punished; an FC who can disguise his own strength and trick his opponent into sieging deserves to be rewarded. I think one of the critical problems with supercaps is that don't have to commit to a fight in this fashion and a better balance solution would involve making supercaps less "mobile" in this fashion, rather than making dreads more mobile.
So what can be done for Dreads? Giving them the tracking to hit subcaps effectively is undesirable, as you begin to obsolete battleships. I think the answer lies in the balance between supercaps and dreads - while the current role of supercaps is to kill capitals, they don't necessarily need to be quite as good at it as they are now.

How about an ora sized ship with smartbombing bonus for antifighter support? Maybe giving it energy nuetralizing effects to drain SC from jumping out? Could be scarey if used right and not have to worry about 'immnue to EW' effects. Just enough buffer ability to get remote repose if in fleet? Wouldn't be too over powered and create lots of...... Oh crap here comes that ship....
