Does the presence of PLEXs ingame have a real life paper liability to CCP, in that they represent a potential prepayment for service or only when they are actually redeemped? If statistically say 50% of ingame plexes get used to extend gametime then does that count for anything?
If there is a liability, what's to stop CCP creating an imaginary account, crediting it with xBillion and buying + destroying the PLEXs to increase company value.
Discuss! Or not! :)

Yes and no. CCP has the right to terminate the service at any time with 30 days forewarning and players will not get a refund even if they are currently subscribed for longer than that. In this sense plexes are not a liability any more than one year subscriptions are: 30 days of service per player.
However the amount of existing plexes (as well as the amount of game codes CCP 'sold' to resellers, even if they are still in the reseller server or in your mailbox and have not become gametime or plexes yet and any subscription that is payed for longer than 30 days) do represent a liability in the sense that they represent income that already happened for services CCP will provide in the future.

Nothing stops them from doing it. But it is debatable whether this will have any substantial impact to the company value. If there are not sufficient plexes in the game (or they do not destroy sufficient plexes) to substantially impact the company value, the effect would be a small overall inflaction in the ingame economy and a steep surge of the value of plexes. This may in fact reduce their income in the future and therefore devalue the company.
If there are sufficient plexes and CCP does destroy enough of them to substantially rise the company value, that rise would be only short term. The ingame economy inflation would explode, all the market gurus will notice that immediately and this will lead to a huge scandal (in fact they'll notice in real time from the traded volume alone), regardless of the public outcry the game would soon become nearly unplayable for any new players. These and other factors suggest that overall the company value would sink pretty fast.
I do not think there are sufficient PLEXes ingame for CCP to be able to rise the company value by any significant factor with a one shot operation. A lot of the company value is in the assets (that is, the source code of the engine driving the game and the know-how behind operating the cluster have a very high value, orders of magnitudes larger than the value of the plexes). There probably isn't enough to even actually ruin the ingame economy too much. If they did that as a one time operation they would probably just cause a big big temporary surge, followed by a big crash, in the value of plexes. And within a pretty short time there will be MORE plexes ingame than before (because of the surge). Not to mention the scandal and public backslash.
If they started regularly buying and destroying several thousands of plexes each week, the company value would rise a little from extra income (not from less liabilities). But arguably both the rise in the trading volume and in the value of plexes and the overall inflation in the economy would become noticeable soon. --- I don't know!
