I feel like the small long range weapons get almost no use in the game. Has anyone ever had any success using small beam lasers, or arty and rails?

Small arty's on a wolf or thrasher is pretty loltastic.

Small rails are awesome on the right setup, small arties too.
Small beams is another thing, the fighting style has changed a bit with combat inties and more importantly the beam sader itself is obsolete thanks to the pulse slicer doing the same job three times better hands down.

It's because small long range is a niche setup that really can only practically work with more than one person.
I mean yeah, I can use a dessy to shoot at you from 100km away (crap DPS but still lulzy) but you can just laugh and warp off..
Without someone to get in their face for you, long range doesn't really cut it.
And most of the roaming I've done lately (huzzah for faction warfare! [P.S. CCP, FW needs love]) is in your face brawls with maybe one that I can remember that was beyond 40km. (not to mention cap, super-caps and black-ops hot drops...but that's another story  )
It's do-able, just not nearly as effective as getting into someone's face, putting a point on them, and doing x4 the DPS and killing them, instead of watching them warp away.

At low SP, dessy with long range weapons = PvE win. (Since you probably can't fit a stable tank on that thing that's worth a damn.)

Railranis is fine, raildevil is close to being king of frigate-sized pvp. Arty is more than useable on thrasher or specific dram fittings (like damp + long range), beams, err, on beamsader (have about 100 solokills with this setup).
Small beams seem to be the most useless to me.

Coercer with beam lasers is an acceptable low-skill gate camp ship for Amarr character who haven't yet trained up Minmatar Frigate.
