You'll struggle like hell to apply that dps on a target without a web.
In other words: no.

People havent caught on yet with the rocket boost for the most part.
While I'd not use it as a combat destroyer, it is a very viable alternative to the Sabre as a small gang dictor now.
A lot of times it is wise to stay out of web/scram range and just drive-by bubble, and being able to put some 150 dps on target from that range is way better than zero damage.
With a web, the rockets work just as good as frigate defense as the sabres autocannons do and are not prone to being TDed.
Buffer and speed difference isnt that much either when you fit it right, only thing I still miss is the ability to dual prop.

Edited by: Lady Spank on 02/08/2011 03:48:26 I killed a Dramiel in a Heretic and it felt unfair on the poor thing. Then I lost one to a Dramiel because I disconnected as soon as I engaged and it evened the score up.
Use a scram not a disruptor, you only apply damage at scram range anyway so you might as well shut off their mwd while you are at it. EDIT: Duh, I forgot the key thing, armour fit it and use a web.

Looks like a good fit to me, though I would tank it more and not do the BU IIs myself, all gank can work fine
Ignore Nimrod, he is a nimrod!... and obviously doesn't fly rocket ships...hehe.
I haven't flown the Heretic yet, but the Vengeance is MEAN with 4x IIs and Rage - Javs slow it down a bit and don't seem to give it much better dmg on my typical targets. Great tackle in that your rocks can just as easily slaugter drones - even the vaunted Warriors go down fast to them.
My IIs are great to about 10kms-ish for solid hits and inside that they are wreckers/widowmakers.
Post how you like the heretic, I went for HIC (Dev) and so may go back a set to the heretic if it is fun!, looks like it should be.

But since you felt compelled to inform us the shield heratic looks good, I can confirm that you don't use them.

fit a web over the mse and armor tank it, dcu, bcu and small rep. Fit 2 small neuts in the highs.
Just dont rep and neut at same time, rep is for after fight mainly

Rockets are excellent now, but if you're thinking of flying a dictor with them I'd recommend the dual-web flycatcher.

Pretty much all ships that were good before are slightly better, with rockets. Atleast, damage application is better. The ships that use rocket launchers are still subpar, but that's life and that's Eve-online.
-Flycatcher (rails/autocannons & rockets like before) (ridiculous tank) -Heretic (pulse lasers/autocannons & rockets like before) (300 damage per second) -Hookbill -Vengeance (pulse lasers/autocannons & rockets like before)
Only thing that got boosted is the Hawk tbh.
-Hawk (rails/blasters/autocannons & rockets like before) (ridiculous damage increase)
