Does it exist? This is for scanning/fighting blood raiders. Assume i can use anything. What is a good build/any tips?

No passive armour tanking in this game dood, it's either active or buffer.

You mean armor buffer, and armor buffer is bad for PvE.

He probably means active armor tank that is sustained on cap recharge.

That would be called "cap stable armor tank".
He specifically asked for "passive armor tank".
Which, when you first start playing, sounds like it should be a possibility.
And then you find out how biased shield tanks are...

Or typical armor tank EHP vs shield tank EHP.
Eve obviously can't be balanced until we get our passive armor regeneration mods.

Yup totally biased towards shields..
Look good and do it several times cause there's no active armour tank bs other than lol setups can tank over 1.5K sustained dps for more than a few sec (lol size cap recharges).
On the other hand a single cruiser (Tengu) can tank over 1600 dps without cristals and without overheating or without boosters/implants.
Yup you need to look at it several times
