I've started using Rook/Falcon/BB for some fleet action.
Basically my question would be if it is better to use 2x race specific, 2 Multi or all race specific ones, or what the best combination would be. I've seen fits and they employ all kinds of setups, but I am trying to figure out what the "best" one would be.

If you have multiple jammers, you're really always better off using racials. Parrots, commence!

Just thinking logically, i think one of each race is fine mixed with some eccm or a backup array, or both to prevent yourself from being jammed

If you're using more than 1-2 jammers then you should always use racial jammers. And you will be using more than 1-2 jammers on every specialised Caldari ewar platform with the exception of the griffin, so racials all the way.
On a Rook/Falcon, you'll probably want MWD + (optional) ECCM or Sensor Booster + 5-6 Racial Jammers. As for which racials to take, I would take 1 of each and then extra Caldari/Minmatar jammer(s). Gallente ships are generally bad and aren't seen much aside from specialised recons which you will probably have difficulty jamming anyway or small frigates. Amarr ships are also less frequent in small/med-size gangs, unless its a specific comp like Armor HACs or something, but generally you'll have time to dock and switch jammers anyway if this happens, and Minmatar/Caldari is FOTM so expect to see tons of those racial ships.

So far my plan was either 1min 1cald, 2 multi, but as it is looks like I am going 1 of each and possibly 1 minnie 1 caldari. Thanks again and that was a great explanation which helped quite a bit!!

It also depends on how many targets you encounter at time. If you expect to encounter only 1 target (solo 1v1) and do NOT know the race of the target, then you have two choices: 1- Fit 3 or 4 different race-specific. This option is NOT the best in this case of ONE target. 2- Fit 3 or 4 Multi-spec. This option is better than 4 racials.
Example numbers to follow: In case of 4 modules, we see that 4 different racials (1 module matches the race) applied on 1 target (Tgt sensor strength) always WORSE than 4 multi for MOST target strengths (from 11 target strength and up): Tgt 4 racials4 multi 1098%equal98%equal 1195%97%best 1291%95%best 1388%93%best 1484%91%best 1581%89%best 1678%86%best 1776%84%best 1873%82%best 1970%80%best 2068%78%best 2166%76%best 2264%74%best 2362%72%best 2460%70%best

But of course, if you know you will encounter MULTIPLE targets at once, it is better to use racials, matching the modules to the target ship races.
Now also put in consideration that racials use less cap, have more optimal range. That si why many people prefer the racials: More range Less Cap Can handle multiple targets at once
Conclusion: This concludes that you mostly need to fit racials, only in case you want 1v1, then fit 3 multis or more.
