What defense rating is needed to be able to active tank all level V's in a BS?

You need about 2000+ defense rating.
You said active tanking. Most L5's have neut towers in them and any sub-cap will be neuted out extremely quick, so you'll need a Logi or somehow be able to tank 2000 dps, deal 250+ and have a spare 80 cap/s regen

A solo BS is definitely not the ship you're looking for. Also; ignore the conventional wisdom, active tanking is hands down without a doubt the best for 5's. Passive means terrible dps, so you'll be there all day. And you'll still have less tank than a similair active fit which has much more dps.

Luckily I am not trying to dps it. I am just trying to get all the ships on me to allow my friends to destroy everything. That is why all I was concerned about was how much tank I needed. I've been easily active tanking IV's in my battleship and it makes it super easy to be able to take down IV's as active tank.
I can keep my shield completely full in all IV's with a rating of 1200. What makes V's so much harder that I would need 2000? Is it just the neut's? For PVE I should just be able to run a nosf or two to counteract some of the neuts I would think...?

You need minimum 2000 dps tank, some missions you need around 2300+ I think also unless you can speed tank a little like in a Ishtar. NOS will do nothing for your cap against the neut towers. You NEED a completely passive tank (The Neuts will even keep active hards from running) or a Logi w/ Large Cap Xfers or you'll die terribly

What Caldari ship's can actually tank V's? Apparently BS's are a bad idea, and I would prefer to not do it in a Tengu if at all possible. I am trying to keep it as cheap as possible. I just need to tank it I am not trying to solo them. Anyone have any suggestions for me?

The only solo L5's ship (AFAIK) are Ishtar, Nighthawk, Tengu, Loki, Rattlesnake, and I believe a Claymore can tank them also. I've also heard of people tanking them in Jag's but not very efficent imo

EDIT: If there are any easy non Caldari ships that I could get into that would work. It's just almost all of my ship skills are in Caldari.
Someone has already mentioned the Ishtar. Really if you are doing Serps or Guristas it's what you need. Fully passive it can tank 2.9k DPS with Pithum A-type resist mods, and T2 rigs. Your small size and speed also helps reduce incoming damage somewhat. If you have others coming in after you then incoming DPS will quickly reduce in any case. It's also cheaper than the Rattlesnake hull to fit it.
When I started I used a Drake and Domi with shield transfers, worked fine, but slowly. You get about ~700 combined DPS if I remember correctly with that combo. Light drones from the drake take out frigs, sentries from the domi and drake missiles everything else.
Other things I have used over the years include Vagabonds (speed tank, avoiding web tower missions), Gila (nice all round tank, not quite as good as the Ishtar for Serps/Guristas), and tried various things with Drams and Interceptors (not advisable really!) ;)
Of course, there are others, Nighthawk and the like. --

What about the Scorpion Navy Issue? Battleships are just too slow from the sounds of it? It seems like you could build one heck of a tank out of it though...

That would do, but you did state you wanted cheap. Speed isn't really a big deal.
The Drake + Domi combo works out at 180m ISK all fitted and can tank 2.6k for example. ;) --

Who are you fighting? Like I said earlier for Guristas/Serps an Ishtar is better. Builds are really simple to work out, SPRs in the lows, 2-3 Extenders, 2-3 Resist amps (use Pithum A-types), Purger rigs (pref. T2). The more ISK you throw at the Gila the better it gets, T2 rigs work very well as it has 3 rig slots. You can't tank indefinitely in a Gila in the same way you can in an Ishtar, you have to work on killing stuff to keep the incoming DPS down. --

I already have a Scorpion navy issue that I am using for my IV's so that would make it so I don't need another ship if it'll work out for it. Unless my tank rig's on it really mess it up. The Gila just seems like a solid ship and my buddy who's played much longer than I thought it would be a good ship for me to get into.
I am pretty far away from being able to run an Ishtar but it seems like it would be worth the skill investment since everyone seems to like it. Do you basically build tank and then let your Drones do the real work?
EDIT: I am fighting mostly Guristas.
