Hi,
I like to fly around in my tier 1 rifter, looking for people to pvp with. Preferably also in tier 1 frigs. Is there some place where people fly around in cheap ships and shoot at each other?

Go to Hek. Jettison a bullet. A can appears. Some wicked pilot will then steal that bullet. Fire away. Alternatively. Go to Hek. Find a yellow container. Open it and steal what's inside. PVP heaven is on its way...well, the high-sec version of it anyway. Consider it a sort of sparring, not actual combat.

If you can't find frigate PvP then in my opinion you're doing it wrong.
Old Man Star and Heydieles are both very active lowsec systems where PvP can be found. The surrounding systems (Aeschee, Ladistier, Onne, Lisbaetanne, Adirain, just to name but a few) are also good for finding PvP.
Sure, 60% of the time you'll either find IT'S A TARP! and the Punisher you warped in on had 6 friends and 473 Falcon alts but if you're careful and scan your targets down patiently making sure you check local for any potential same-corp blobs and general lowsec PvP common sense you'll find PvP.
You'll also find me in the aforementioned systems too so if you want to have a few 1v1s or whatever hit me up ingame.

Rifter is not tier 1, other than that, roam about more and use dotlan to familiarise yourself with more frequented spaces.

Maybe look for a pvp corporation that might help you learn the ropes and give you some stuff to shoot at?

It takes a long time to find fights in eve. With best pactices you will get about 1 good fight every 1-2 hours. I hope ccp improves this some day.
Many of the above recomendations will lead to you engaging someone only to then have their group warp in and ecm you and kill you.

From my experience Faction Warfare generally has a baseline of faction frig and up.
For a real T1 Frig carve-up, RvB is the true path.
Cheaper ships = more fights = Jack's a happy toon.

If you want real PvP go play an online first person shooter like battlefield series, Left 4 dead series, etc-- even starcraft. Imo, PvP in EVE is a leason in self-torture. In the eyes of online FPS, all of EVE players are carebears.

Go to Amamake.... check out belts using the directional scanner looking for T1 frigates. Get in a fight within a few minutes. Works everytime.

BTW I agree that these options are the best options I have found.
The problem with Ammamake is you are more likely to either have a gang warp on top of you, or when you are about to win a solo fight suddenly have a black bird or falcon show up.
But you can get allot of good solo fights there. Just expect to get blobbed allot too.

Start jet can mining in something, and have your PvP ship docked nearby.
