Heya, I'm looking for advice.
One month ago, I found the WH of my wartargets. It's a C3 static lowsec with the magnetar effect (+DPS). I think there is only one guy that live inside. They have one large minmatar tower and at least 2 carriers (chimera and a thannie). They are online 20h/24h because, uh, I dunno. EVE must be fun.
I did : - Get some toons inside. - Annoying them with probes (they don't like it. Even complaining in local). - Warping to the sites to make them despawn (not sure of the word eh). As you can see, not much.
I could : - RF the POCOs... Pointless. - Directly running all the sites. Sorry but no, I don't like farming. - Setting up a POS and building dreads. Mooooooooooooookay no, too expensive.
I can't : - Solo a carrier, let alone 2. :< - Make them warp a carrier outside of the POS anyway. - Siege that deathstar. - Awox them.
As you can see, I'm a bit stuck. I could fall for the "let them farm in peace" but that's too easy. More and more bears are building caps in C1-C3, I'm sure some of you experienced it and could have some great ideas. |

They might not have been designed specifically for people to live in them but they wern't designed for people not to live in them or build caps in them... Sir (but i call bullshit on that claim anyway)

From the sounds of it, they have a nice little pocket of heaven, and for whatever reason, it annoys the hell out of you.
The only options I can see from what you have said so far is:
a) Get help. Mercs, friends, corpmates, whatever. Carriers are hard as hell to solo, never mind 2, with POS support. b) Keep playing games with probes, etc, taunting them. Hope they will either leave or make a mistake and extend themselves. c) Move along and let them have their fun. d) Advertise their WH and POS information all over the place, and hope one of the bigger WH corps decides to move in and take over.
I may have missed a few options, but thats just the way I see it from what I've read on this post.
As to 'How CCP intends the game to be played' .... sorry but that is a joke, right? Every time a pve'r gets killed, a pvp'er will claim that line. Every time there is an exploit, that line will be used. The simple fact is, as it stands, Eve is 'intended' to be played however you are able. Gate camping, log off / log on ambushes, cans in space by gates to pop stealth, suicide ganking, Capitals in C3's, afk mining, trying to con people out of isk on bad links in Jita while orbiting station, etc.
I can't remember which of the CCP Devs it was, but not long ago one of them said something to the effects of 'If you can do it, do it. If we have a problem with it, we will do something about it (but don't complain after the boot from server. You knew it was wrong when you did it'.
Now on a personal note.... I hope you figure out a way to blow those carriers clean out of that tiny little WH and enjoy all the salvage you can fit from them. ;)

Solo, you're stuck. The only real option without them coming out to meet you, or you building capships inside, would be to starve them out, preventing them from being able to refuel. This may take a week or less (if you can prevent them all the time), or it may take months (depending upon how much fuel they have stockpiled).
Otherwise, you have to look at commiting as much as they did (building caps in, and why do you feel that you should kill them while spending less then them again? oh yeah, you're a cheap bastard and you want cheap kills, and shitting all over someone else, without actually having to commit to it), getting some friends (stop being a solo wannabe 1337 PvPer), or give up and admit that they outplayed you.
As for people not "living" in WH space, as far as I've seen people live in them about as much as people live in null - move in for a few months and then move on to another area, either because its tastier, they got kicked out of their old one, or they just got bored. There are of course the occasional exceptions, but whatever CCP originally intended (which I contest, wasn't prevent people from living in WH's, it was just not being able to live in them without ever seeing k-space again, which was easily done by making ice not available in WH space), people do live in WH space and you need to get off your pathetic moral high-horse and admit that you just want to kill them because you do, not because you are "invoking" CCP and letting them know that "CCP said you can't live here, and no I can't find proof of them saying that, but I'm here to enforce it anyways." Wanting to kill them because you can is perfectly OK. Using that stupid ass, pathetic, moral high horse isn't.

And even without the tower, it's easy to grab another one and move the carriers inside.

If you are unwilling to gang up with people, you are just in the exercise of making your balls blue or killing some of their PI haulers until you feel like you have avenged the death of your mother. Taking submissions for "Trinkets friendly Advice Column" via evemail or private convo in-game. Anonymity sorta guaranteed.

As a solo player, in an MMO (*cough* not playing the game the way it was meant to be played *cough*), your best bet is to war deck them so you can pop them outside their W space system. They cant bring the carriers out to get you, and odds are they don't have any out in low sec anyway... Just like there is no I in Team there is no Fair in Eve... |

low class carriers, always fun
if you want to do it solo, dont bother
however, a fleet can easily welp a few carriers. massive dps works, especially since most low class carrier pilots dont seem to realise that triage is a must in wh space. the easiest way though is to bring wh's favorite battleship. 2 bhaalgorns will remove all cap from a carrier in no time and then it dies in a matter of seconds.
so find friends and bring a fleet, ask mercs and they will bring a fleet. |

If they are not careful, those carriers could make themselves vulnerable.
And... make some friends. That's how the rest of us deal with "bears" making caps in C1-C4 holes. So far it's not that much of a problem. They explode like any other ship, whether we do it or whether the targets SD them. Alone, your options are extremely limited. Go harass mission runners in hisec instead.

While CCP didn't originally intend for WH to be used for long term habitation, CCP is just fine that people are using them that way. (It fits in with their small scale holding ideas.) They have never made any attempt to stop people from building carriers in WHs. I'm not sure what your issnue is with your targets flying smart and going to the effort of building carriers. You can't expect that you can counter such an investment of time and isk without equal time and investment. CCP designed the game to be played with other people don't expect you can solo your way through everything. I've seen these sorts of setups taken out with proper planning and a little help from a few friends, but suspect that may be the issue for you....

I guess the question really is...what is your question?
Are you trying to destroy something of theirs: POCOs - You can do it, but yes, they will have the RE timer set for their TZ. It will also take a while with just a couple of toons online at the same time (assuming you don't have more). Loss is pretty minimal and they could set them up again while you are offline. Finally, if they decided to attack you (directly or via hire) or if wandering w-space gang comes through, you can lose a lot more than the value of the POCO in a hurry.
Carrier - I doubt they will bring a carrier out for anything less than an assault on their tower or possibly to rep a POCO (probably not necessary due to fast recharge and TZ difference). I am not even sure I would use a carrier for anything in a C3; C3 sites can be run pretty easily solo, no need for carrier. They are at least moderately useful in sites in C4s. If you were to RE their tower somehow, I suspect that they would be used to rep it.
Tower - A Minnie tower is a PITA to assault, even in empire space, since lasers suck against them. Even with moderate PvP skills, you will be at a large risk w/o some friends.
Ships - Best bet is to lay low (i.e. 'disappear') for a couple of weeks then try to catch them running a site or mining. CCP has change the locator agents so you cannot tell what wh someone is in (but you can tell they are in a wh) and the lack of jump data for w-sapce makes it easier to sneak in/out/stay hidden. |

If they have to come to you to fight with the shuttles, Drop a warp bubble be instalocking popping and have a warp scram(the longer the range the better) They come into pop the pocos and instead you pod them and can then kill the fighters Do it right and you may very well pod them out of their pos |

IMO triggering and despawning all their sites is not a good idea if you want to cause trouble. You want to give them reasons to come out of the tower and do some PVE. Even if you cannot take the carriers, they might sortie for PVE in something else more manageable.
