Ok some I've been playing for a few days and I have a general Idea of what I want to do in the game. My question is should I use the Certificate planner? for instance I want to fly a Rupture so should I complete the recommend skill certs it post under the info tab?

They are recommendations. If you have no clue what to train, certificates are definetly a good place to start. However, it's not the end-all magic hammer.
The best recommendation, if any, is to get into a corp which does whatever you like (PVE, Industry, PVP, etc.) and see what they're using for fits. First thing is to train for those fits. In addition, the Core Competency certificates are always a good idea.
Generally, following those basic ideas, you'll soon find out what you like to use and how to make it better. You like using Artilleries? you want to train for T2 artilleries. You like the Recon ships? You may want to train for covert ops cynos. Etcetera. ---

Some of the certificates are a total joke, e.g. "Hull tanking". I've been elite in hull tanking for some time and although the skills are very good to have, actually doing it isn't.
Equally some of the recommendations are overkill compared to what you actually need. The way i learnt what i needed, was to fly the ship and then raise the relevant skills to a point where i didn't have to warp away all the time. The easier way to do this is (as suggested) join a corp that will help and advise.

Well, the description for the Hull Tanking Elite certificate actually tells you that doing so might not be the wisest idea. DonŠt say you werenŠt warned....
"This certificate represents an elite level of competence in the infamous practice of "hull tanking". It certifies that the holder can fully use all modules relating to hull tanking. The holder is aware that "real men hull tank", and also that hull tanking is really dumb. With this certificate, you've maximised your ability to rely on your structural systems to absorb damage, although hopefully you're smart enough to know what a daft idea that is."

More generally, most of the elite certs are pretty optional. If you need those skills, you'll know why. The lower levels tend to better represent a path forward if you don't know exactly what you're doing.

The recommended certs is a guide, not a requirement (that's Requirements are for ).
The above advice are all good. As you progress you will learn what to go for and what not. Like the Golem recommended certificate is Advanced Cruise... yet no-one fits cruise missiles on it, though I think this is one of very few exceptions.
I have Core Competency Elite on 3 of my 4 chars. It is a good "I don't know what to train" filler. It is the one Certificate that I would recommend you get to Elite, at your own pace of course.

I found them a good guide when new for lets say a specific weapon system and the related skills, but they are far from perfect. Take some care when using. I would also not advocate getting any elite certs unless you really have a single minded path for your pilot, or at least until your sitting on a lot of SP and have a versatile pilot and want to start fine tuning
