Transponder scrambler
When activated the module affects the target ship's transponder causing any "warp to fleet member" initiated on the victim to deviate based on a formula derived from a combination of the ship's sensor strength and the aggressors appropriate EW skill (add new skill or use ECM skill?).
This would conceivably cause anyone coming to aid a victim to warp in at indeterminate ranges that may or may not effect their ability to help their fleet member.
Counter would be high sensor strength and proper preparation (bookmarks warp ins etc...)

Good point. It would have uses across the board.
I am now wondering about abuses though. Could this have some type of negative effect on pvp that I have not considered?

I could see this working as a specialized mod for specialized ships perhaps (covops? blackops? interceptor?), but it would likely be too powerful for just anyone to be able to use.
Perhaps it could function as a double-edged sword that locks out the user's fleet as well, forcing a 1v1 if they're the only two on grid.

Interesting thoughts. As I see it it would be a ship to ship attack mod similar to a nuet. In that instance I don't see a need to have it assigned to a particular role. However, assault frigs need that 4th bonus, potentially making them the "go to" ship for transponder interdiction work.
Your post does bring up further thoughts. Perhaps this would be better as an area of effect type mod similar to an interdiction sphere or HIC bubble?

This wont work... rarely does combat happen in a place where they cant just say over coms "warp to belt whatever" so it might delay the gank (barely if at all) but it wont prevent it..

As cool as the idea sounds I to think that it wouldn't be much good, would only work in safe spots and if it was given to a specific ship then that would possibly rule out what you would be able to kill.

Honestly the best fix to the 1v1 problem is to impliment an arena system (Gall themed sense they entertainment) in which players can enter the arena and be "qued" up, kind of like the alliance wars thing but do a whole arena system around it...
It matches teams to equal points meaning that if your flying a t3 solo you cuold get paired up vrs an equal number of points or whatever in ships... or have a partner.. basically alliance tournament with auto matchmaking lol
