L3 combat missions go pretty quickly if you're flying a T2 or T3 cruiser with appropriate skills. L4 courier missions go slowly regardless of pilot skills.
Then again, I've often resorted to L4 courier missions when I wanted to grind standings while doing other stuff, such as housework or fiddling with my electronics kits.
L4 courier missions typically pay out about 1/2 to 1/4 the rewards of L3 combat missions. I can complete a L4 courier mission in about 10 minutes if I'm at the keyboard, close to half an hour otherwise, while the L3 combat mission typically takes 10 minutes if I'm not trying to blitz it.

Level 3s will go by so fast if you have the right ship for it.
Any ship that can run L4s and is a BC or smaller is "the right ship" for blitzing L3s. . |

L4 courier missions can be done fairly quickly if you need to but...
I did some testing on the stuff when they first did the changes: To check out courier missions, I fit out a Blockade Runner for the task - I just didn't fit the covert cloak. A Viator aligns fast and, when fit for cargo hauling, can haul enough to do the L4's so you have a quick, nimble ship that can get the L4 couriers done efficiently.
A hell of a lot cheaper to do on SiSi but the idea transfers across well enough.

I personally do the lv3 missions I know I did a few hours in lv3s to build up my standing to use lv4 R&D agents, didn't take long. Took longer for me to sit down and actually do it thinking it take me days when it took me a few hours. (my avg mission time was also under 5min too, so I was blitzing quite fast)

I have just faced this same question, in working up corp standings so I can access the Caldari lvl4 epic arc.
My experience, as a decently skilled mission runner, is that lvl3 encounter missions allow you to increase corp standings much quicker than lvl4 courier missions. Even without blitzing most lvl3 encounter missions can be completed in less time than the lvl4 couriers I was getting, and the lvl3 encounter missions provided as-good or better standings boosts than the lvl4 courier.
I was running the lvl3 encounters in loki (T2 425mm ACs) or tengu (T2 HMLs) ... loki was quicker.
I didn't persist with the lvl4 couriers long enough but suspect they'd provide quicker faction standings boosts ... via the lvl4 storylines ... than lvl3s.
Perhaps I was being offered a nasty set of lvl4 couriers but they were all 1 - 4 jumps into lowsec and around 1/4 of them required cargo-rigs for my prowler to have enough room in the hold (and my blockade runners were all nav-rigged for speed, manoeuverability, and general GTFO). On the upside the lowsec systems involved seemed to be pretty quiet.
