I'm about to be able to fly a loki and I was wondering how would I go about
fitting it for lvl 4s ... I would like to have a good balance of tank and
dps . If it can tank AE bonus room its the ship for me . I know people will
say get a mach or tengu, but honestly I don't like battleships or caldari.

There arent really good PvE fits for a Loki, because they are all short range and that means flying and flying an flying around...till you finally can shoot. A simple well skilled Maelstrom is way faster and cheaper too.
If you absolutely insist on flying it, something like the above fit would work. I'm putting an extremely cheap fit there as well so you can save iskies and upgrade step by step:

I have no idea if you can burst tank through the bonus room as I don't run it. If you want a more stable tank, obviously try moving towards a smaller deadspace booster.

being webbed isnt the huge deal people make it out to be. you normally kill anything webbing you long before the tank is even close to being in danger.
