Well looking around the boards and can't find a load out for the celestis cruiser. 
Any input would be great I am new to the game kinda so I don't know most of your code words for modules and ships are yet so try to reframe from useing shorteded names for stuff.
Also if possible give me a general idea of what kind certs i will need for rat hunting other then the wep. and missle stuff.

Celestis sucks, thats all there is to it. It'll be of moderate use after the EW patch when it can use sensor dampeners with some good effectiveness, but you're better off with a Vexor or Thorax.

I don't think people should be so quick to dismiss the Cele. It's got great bonuses and is very flexible in how you can set it up.
I use 2 or 3 different setups depending upon mission (deadspace/non deadspace). For long range i use the following:
Hi: 2 x 250 Scout, 1 x 150 dual, 2 x named heavy launcher
Med: 10MN AB tech 2, Med shield Booster tech 2, Cap recharger I
Lo: Magnetic stab tech 2, Ballistic missile control, RCU/PDU depending upon your engineering skills.
For med range i go with the following:
Hi: 3 x 200 named (i use carbide as all others are too expensive for me), 2 x arbelast assault launcher (or use heavies)
For close range you can go with 2 x med blasters and 1 x med NOS and fill the lows with what you need to make the fitting stick. With this setup i can use iron ammo and have an optimal range of 5 km and
Word of warning though, lvl 3 Silence the Informant is even hard in a Thorax which I also have, as well as a Vexor, and I must say that using missiles does give you better variety. As for drones, I go with 8 x medium scout, 2 of each, or 8 of 1 type.
I have all Gallente Cruisers (except the Guardian Vexor of course - i'm not a billionaire  )and I like each of them for what they can do so I don't think you should dismiss the Cele until you've given it a really good try and then you'll appreciate how well it works.

This is kind of what I was looking for, although I really don't know where to find some of the items in the MED and LOW slots but thank you anyway.

with both tracking and dmg bonus is should make a great close combat railer...
never owned one but ive been close a few times 8)
