I'm a little sketchy on fuel requirements for POS's. There is "Online," "power," "CPU," and "Reinforced."
For "Online," do these requirements apply for every hour that the POS in active? If this the same case for power and CPU?
If so, I don't see how it's possible to get enough oxygen isotopes to sustain a control tower--- 500 for "online", and I can't even find a 1000 oxygen isotopes for sale in an entire region!!

Online = fuel required to keep the Control Tower online per HOUR.
POWER and CPU are relative to usage, so if you used all the power and CPU (unlikely) then the fuel requirement again is per hour, if you use half the cpu/power then u use half the fuel per hour.
Reinforced fuel only gets used once your control is beaten into oblivion and has lost it's shields/armour and no longer online (bit sketchy about when it actually kicks in). Basically reinforced mode makes the Control Tower invincible until the fuel runs out giving you a chance at getting logged in to save it.

Arg! I've checked 7 regions and I can't even find a mere 1000 oxygen isotopes--- none-the-less the tens of thousands I need to keep a POS online!!! What do I do??

wait 1 sec.. u mean the POS uses less fuel the less structures u got? and more the more structures u have? or is somekind of additional fuel req?

For keeping the Control Tower online it takes that amount of fuel per hour regardless of any other structures.
But for Power and CPU it's proportional to how much power and cpu you are using. So if you have just the control tower on its own (not that you would) for instance then you are using no power and no cpu hence you wont use any fuel for the power/cpu part. If you had loads of structures and was using 100% power and 100% CPU then you would use 100% fuel requirement for both the power/cpu per hour.
The power and cpu is not proportional to the number of structures but the power and cpu those structures require to be online. You could if you wanted offline any structures (not the control tower) when you weren't using them to save power/cpu fuel.
