It's not bannable since you can easily check the escrow before buying.

This is a LONG debated subject.
Having said that, it is not against the EULA for a low life pathetic scum sucking worm to try and sell a shuttle for 100,000,000isk by claiming that it is a Raven.
My own loses to scammers and thieves comes to a combined value of maybe a bit more than 4mil isk (4 mil on my first attempt to get a lab, and few loot cans when NPC hunting. In all cases, it was a known risk and not a big surprise).
While I would not shed a single tear if such crimes became impossible tommorrow, ending such crimes is the lesser issue for me (although I'd smile a bit if such scams did become impossible)
The big issue for me is that at ANY time when one player screws with another player, the player who is doing the harming should be forced to face 'possible and meaningful' counter attack.
For exemple, if I am mining in a large barge, and a coward's suicide alt kills my barge, if I can kill the suicide alt IT IS NOT ENOUGH. The key detail is that I would know 'who' attacked me, including their main character(s).
Folks who harm other players in a manner by which their victims can NEVER even have a chance of getting meaningful vengence are NOT playing Eve. Such cowards are griefers/on-line vandals. They are NOT simply playing by their own style.
If a pirate in an Elite 0.0 pvp kills my hauler, I can try and hunt him down and pod kill him. This might prove difficult, and my success is far from certain, but at least I can try. With many worms, especially escrow scammers, this is not possible. The game should be shamelessly nerfed as needed to put such cowards out of work.

If your actually dumb enough to get ripped off on escrow, you deserve it. Its not hard to take a look at the escrow before purchasing. If your to stupid to do so, you can also read what your being escrowed before you finally claim it. I guess people need a class on how not to be scammed on escrow.

The only time it becomes an issue where the GMs intervene is when someone spams escrow with crap items. Like the guy who put 500 skills on recently without descriptions. The GMs removed the escrows and hopefully took action against the player. I know they did something to a player who put several hundred shuttles on escrow as BSes a while back.

I dont think its against the rules if one of the agent offers say something about the agent escrow scamming stupid ppl.

Scamming is part of the game ... I dont see a problem with it. (I can read.... kinda )
The only thing I find annoying is looking for something on escrow and the 1st 10 items you look at are all renamed Omens/Punisher .... kinda annoying 
Lol on the point of being able to attck those that have scammed you... no. thats stupid.
As is the idea of if someone suicides you in empire you should get to know who their main is ? thats just trully stupid
If someone decided to suicide on you outside yulai.... tough. they wanted to do it and they can. If someone is constantly recycling alt's to do that task I believe they can be banned ? So that rule is fine as it is i'd say

I put one bottle of spice wine for sale when I lose a ship, (so far only four) sell it for 1,000,000isk, And yes sombody always buys it. You get what you pay for, or are willing to buy it. If you just go clicky clicky you will get burned.
Free-form Professions, ensure no limetations on professions. Be a trader, fighter, industialist, researcher, hunter,pirate[/i] or mixture of them all.

The general point is valid though. Taking revenge on an alt is pointless. The game would be far more enjoyable if you know your act of revenge would really matter to the target of your rage.

I almost lost quite a hefty sum once when signing up for a player mission a long time ago. Apparently the mission was bugged though, and a GM reimbursed me. Since then, I won't go near these missions as most of them are so ludicrously priced for collateral and so ridiculously cheap for profit.
And occasionally I'll pilfer through the escrows for merchandise and I'll find something extremely stupid. Once I found someone trying to sell off what they described as a "Tech 2 Velator" for a hefty price. It's simple to avoid being scammed though. Always inspect the merchandise before claiming the escrow. Even go so far as to do a "Show Info" on the item in question, especially when buying BPO's and BPC's. And when you do claim the escrow, read the popup window carefully to ensure that you're claiming the right escrow.

Yeah, the REAL issue for me is having to scroll through a whole bunch of scams in order to find an actual correctly described item. People can charge what they want for their stuff, but it's the real scamming, the ibis labelled up as a Raven etc, that ****es me off. Even when you check all the escrows (and I do) it's just annoying to find that pretty much every battleship on there is actually some trit.
Here's my solution: Any Escrow without a CORRECT and ACCURATE description should cost the person who posted it an amount of isk equal to the asking price in addition to having the escrow cancelled. They could justify it through the mechanics as concord punishing the player for 'fraud'.
