Looking at the posts here I am seeing some pre-Exodus posts in regards to frigs for pvp setup. I am mostly Caldari qualified, but I have Gallente and Amarr in the works.
Can anyone give some suggestions for good PvP or PvE learning setups so I can go get the hang of it out in the world?

Depends what you wanna do. For frigate skirmishes i would go with a kessie with missiles or rockets. For fleet battles go with a vigil with a mwd, webber and scrambler in meds. For PVE a kessie is also very good but it depends how u wan to fight. If you want to learn how to fly a ship well and do a lot of damage then an incursus with blasters is good although you will probably loose a tone of em depending on what your fighting.

Basically looking to get into it period. I guess PvE for now since I have no good strategy as of yet for PvP.

Vigil.
You will scramble, MWD at 3200m/s, cloak, get on kill mails, evade inties (yes... WCS in low with 2 nanofibers) and will gain 65k ISK everytime you blow one up.
Caldari frigates? After missile overhaul, the kestrel will be good again, for now, there's no good PvP tech I Caldari frigate.

So I get the Vigil up and running:
2x 150 rails 1x missile launcher? Nos?
1x MWD 1x Scrambler 1x Webber?
2x Nano 1x WCS
Taking those numbers into consideration I only have 1.4m sp.

Use 200mm autocannons. Rails are for caldari ships. Though the vigil has no bonus for proj, they still fit the best and make the most sense.

As the DrunkenOne said - use 200mm autocannons, maybe even 150mm as they have a slightly better tracking speed.
Personally i would go with a rocket launcher in the other hi, then you can load either rockets or defenders depending on what you come up against.
Its a cheap fun ship to use... enjoy

Posting here you will get everyones "Do it my way, and my race." For general setup help, specify exactly want you want. i.e Ship,Type of battle, What you plan on fighting, etc.
Otherwise you will get what you got, just MHO as always.

also depending on how many tacklers there are you may want to go with 2 7.5 km scramblers in your meds instead of 1 and a webber.
This also works with incursus's, although theyre not nearly as fast......kestrel with dual web can be fun

On my Vigil, I manage to fit 9 different modules 
Highs: - Cloaking device - rocket launcher with defenders - 75mm rail (only to get on the killmails and brag about killing BSs with 75mm rails )
Meds: - MWD - 20k scrambler - webber or dampener or 7.5 scrambler
Lows: - WCS (you often end up straight in the middle of the ennemy fleet being a cloaking scout, you need to get out... sometimes) - Nanofibers (speed and agility) - Cap relay
In all honesty, the vigil is one of the best ships in EVE.

the rifter was nice before the osab nerf was able too do lvl 3's was hella fun.

yea those where the days. I used to do any lvl 3 missions in incursuses, rifters and not least kestrels.
Anyways to the original poster. If you are most Caldari qualified you might aswell use the kestrel. It does more damage than the crow and has all the mid slots you need.
4 standard missile launchers mwd, web and scrambler 2 overdrives or BCUs
Its slow so you need to pick your fights. Probably not the bes fleet battle ship but works well to kill cruisers/frigs in belts etc _____________________________________________

Hmm I've been experimenting with my Vigil this morning and is it possible I could get feedback on the following setup
2 X 150mm Compressed Coil railguns (I have the 3% Small Hybrid damage implant) 1 X Limos Rocket Launcher (with EM and Kinetic rockets atm)
1 X Afterburner II 1 X 20Km Named scrambler 1 X 10km Named Webifier
1 X Micro Aux Warp Core 2 X PDS I
Should I move over to projectiles? (projectile & hybrid at lvl 3)

This is true Sethon, which is fine at this time, I need an all around outlook as I am working towards all races frigs atm. But mostly caldari, so I outfitted a Kessie and today will get a vigil to test. Thanks for the info though, you all have been extremely helpful as I enter into this part of EVE.
One more thing, the defenders...are those just point n shoot? Say I lock the target ship, do I just activate and they know to go after whatever is shooting from their ship or how do they work??
