To start off, i know that the chat out there is don't go Caldari if you want a mind blowing HAC... Im in on caldari cruiser too far now and I want to fly them...that said any input on the two? Cerb especially? Thanks for your lent perception.

Note: I've never used either of the ships but this is probably how I'd do it... Nothing special in these ships -- you fit the Eagle pretty much like you would a Moa, and the Cerb like a mini-Raven...
Cerberus:
Hi:
5x heavy launchers (named)
1x Med Nosf T2 if you can (try fitting everything else beforehand and see if you can add the nosf afterward)
Med:
10MN AB II
Large SB II
Anointed EM Ward
Leaves you with two med free med slots -- you choose what to do with them (warp disruptor, web, cap recharge, EW...)
Low:
Mix of T2 PDS / damage mods
Eagle:
Just like a Moa aimed for damage -- leaves you with one free med slot. Do what you want with it.

I've just got me a couple of eagles (yes a couple), and am setting them up for a couple of diferent roles.
As the eagle is designed as a long range platform i have decided to build on this and just maxed it out a bit.
Hi's - 4 T2 250's + 2 launchers (If you cant use T2 guns you shouldn't be in a T2 ship)
Med - 2 T2 sensor boosters, 2/3 Tracking comp 2's, maybe an em ward (If only using 2 Tracking comps)
Low - 4 Mag stab 2's
Someone is gonna flame this set-up but it is a W.I.P atm, with decent range, tracking and dmg potential (for a long range cruiser), havent tested it yet tho.
My other set-up involves blasters, but i cant use T2 blasters atm so i will have to wait til i get something working with them.

T2's are as good as protos (for rails) arent they?
So the only difference is specialization skills, which add like 2% dmg i think...

I fly an Eagle, I find it to be a pretty useful all round ship. Here's a setup I like to use for most situations:
4 t2 250mm rails, 2 named heavies, t2 ab, t2 large (yes, large) shield booster, 2 em hardeners, t2 sensor booster, 4 t2 PDU's.
This setup tanks like a ***** as the booster gets the tanking bonus. True, it doesn't put out as much damage as the deimos or zealot (so beloved of the fanboys) but it's still respectable with good skills. As with all HAC's, the major weakness is bs's with nosferatu. The cap is good, but not THAT good 
I might start experimenting with making a tough EW guncruiser (5 medslots, resistances, long range guns, should work ok) by putting damps or jammers in the meds. If it can't lock you, it can't shoot you, what does that shiny Zealot do then?

Cerb = 5 Launchers + Tank
Eagle = 4 Tech 2 250s 5 Tech 2 Sensor boosters Tracking enhancers and damage mods. Thorium Ammo gives a 80k Optimal.
But as HACs go, they suck.

Its bad enough when you are wrong (its 2% per LEVEL, so 10% at lev 5....which is a pretty big difference), but when you add the rolling eyes smiley to your incorrect statement you make yourself look like an idiot.
