Labslots already are available in 0.0, freely so I might add.

I have a better idea.
Make all weapons innefective within 1000km of gates and stations. (Stations so they won't just switch to station ganking.)
This would be a LOT simpler to program than other proposed solutions. Devs, are you listening?
Pirates would have a lot more targets, but they would have to work for them. (The horror, the horror!)

lol, i've always joked that to save the trouble of sentry guns & concord in empire they could just make high slots go inactive in empire space. or perhaps guard-whacking could be introduced ;P

The fact that they aren't is a clear indication that EVE is a PvP game, even in empire.

BPC's are the only way a small corp can produce stuff, i do agree that real estate selling needs to be made more difficult, i.e. if you cancel your rent the labslot gets released at a random time between 2-24hrs (As you clean out the office).
Since i have 8 labslots and ive not bought a single one, rather stayed in the same place a long enough time i dont think labslots where ever a problem, just lazy people crying cos they expected to find them everywhere.

ponys suck!
BPCs are legal copies, if you look at the atributes of one in yr hanger (OMG yr hanger?!) you will see somehting that says 'Liscensed Production Runs Remaining'
and not BPCs are not overpowerful, yesterday i got a agent offer for 2 BPCs, the cost was 2x what the BPOs would cost

You'll need those high slots for your mining beams.
The fact that there are asteroid belts in every system, even in 0.0, is a clear indication that EVE is a mining game, even in empire. 
Luckily it's a bit of both.
