Today I finaly go to taking out my Helios for a test flight. I had great expectations of the covert opp tasks I could use this ship for. Ofc I already knew that modules dont work when cloaked, but still I gave it a try with my passive targetter. 
Nothing.
My thoughts where to setup a vessel for covert opps intel gathering on hostile fleets. Creeping up on the enemy vessels and quietly investigating their fittings.
This would be a great advance for the aspiring covert opps pilots imo.
So my Q is, Will there be at some point in time be a cloaked targetter and other cloaked scanner devices. These would open up a whole range of new job opertunities on the shady side of live in space. Giving some shadow warriors the ability to seriously gather intel from the dark they live in.

Use "Look at" and get to know what each turret type looks like.

hahahah, great answer, this is why i love the EVE community
back to the topic,
i would say because there is almost no way of possibly defend your fleet against convert ops its not in yet. Maybe if your ship scanner range would be decreased to 10km if cloaked, it could work...

 Is indeed an option. But i'd like the get deeper into the vessel with my scanner. Find out EW capabilities, assault strength and such. Cabt see those from the hull unfortunatly

Such a change would be nice. I can't really see any real advantage to using a cloaking device aside from simply being invisible. You can'activate any modules while cloaked. Even worse is when you're in a normal ship with a cloaking device and a smart enemy uses an interceptor or fast frigate to get to the last place you were seen. You'll get instantly de-cloaked once they get there because you'll still be within 2km with the speed penalty
