This module will solve the one huge problem that makes Gallente useless.
These days, all you have to do is scram and jam a Gallente ship and let sniper BSs peck it to death while it flounders. Even without tackle a sniper/missile ship is going to take it apart in the time it takes to get into optimal. This is why a lot of Gallente pilots are cross trained into Minmatar and Caldari.

MJD would be a cool idea to jump out of a bubble(gate camp) but not allow it to jump into one.(Transport ships eg. blockade runners, would benefit from it and give them a fighting chance vs a camp.)
a long cool down time would be ideal( 2-5 minutes)
overheating could increase the distance
Allow only one of these module per granted ship
Maybe a fuel charge?
The module should not be target/object dependent
Counter should be a specific bubble that disrupts the module(also the warp jammers), BUT a system should be allowed a limited number of these bubbles active.(1)
speaking of bubbles; all bubbles should be password protected to activate(bubble expands) and deactivate(bubble compresses back into the module in space.) it from a distance(10km) to allow specific people through(corp members, Ransom givers, alliance members, etc.) more easily.

it will be interesting to see this module affect fleet doctrines. 200 people in BSes all jumping forward 100km at once would be an awesome thing to see...
