If your refering to the "5% reduced chance of damage penertrating the sheilds" skill thingy, I'm afraid I dont know. I have never had damage go through my sheilds onto my armor... (but its required for sheild tanking, which I have tried, and it is useful for that ).

It was removed some time ago because you could end up with no armor and 75% shield, but they re-introduced it during (or shortly after) the Exodus launch.

If you look closely when your shield is down to around 5-10% capacity, you'll see that it turns orange/reddish in the GUI. Take damage during this time, and some of it will start to eat at your armor.
The skill you are referring to most likely reduces the chance that damage will penetrate the shield (when it is down to the 5-10% shield capacity or so).
Anyhow, thats how I see it.

AFAIK, it's the purpose of the skill... Avoid damage to penetrate through shield as long as you got one, and therefore preserving your armor. (\_/) (O.o) (> <)=Oveur (proof) "Jumping 50 systems I can like, have sex 150 times during that period" |

This skill could be very usefull when flying assault frigates. If you are getting hit, let's say by torpedoes, you'll often end up with 70% shields and 30% armor while your shields never dropped below 30%. I noticed that against NPC ravens since against players I don't have time to notice anything else than the funny look of my capsule 
The problem is that the skill caps at 25%, which makes it rather pointless since it will never save you and you can't use the skill as a valid tactic like armor tanking + shield booster. I guess it's precisely to prevent armor tanking + shield booster that this skill is not really worth training. But I don't know if the skill prevents ALL damage bleeding through the shield or ONLY remaining damage to get through. Let's say you have 200 shield points left and get hit by a 1400 that would wreck for 1000. Just an example. Without the skill, you'll lose 800 armor points. With the skill, will armor remain untouched?
I think I have it at 3 and since I could never notice any benefit from it, I didn't bother training it higher.

This skill has come in handy for me when shield tanking a raven as the tank can last longer before taking armor damage - and as i don't take an armor rep, its a pain in the rear having to repair a little bit of armor dmg.
