I had a convo in Pure Blind last night with a member of a local carebear corp, who told me I was not welcome because I was in a newbie corp. He said those are the rules in pure blind, made by 'local corps'.
I told him I haven't shot anyone in a while, and that I would only fire if fired upon...basically don't shoot me and I won't shoot you. I ask him if my statement would make me KOS, he did not reply.
I undocked 15 mins or so later and this gentleman undocks right behind me and starts firing, no warning.
I get upset and blow him up, but I'm still left with 2 questions.
1) I thought if you were KOS to a carebear herd, you had the right to be informed of it...not so anymore?
This guy tried to be tricky by not answering my KOS question and then firing on me unexpectedly. As a former pirate, I say kudos and nice try on the gank but I didn't expect that from a carebear.

NPC corporation = KOS to anyone/everyone in 0.0
Just make your own one man corp, and those people who don't shoot 'neutrals' should leave you alone.

The general rule for most corps and alliances is that Noob corps are KOS. Simply for the fact that you could be anyones alt and what is a noob corp doing in 0.0? Its not that anyone owns that place its more a question of whos alt you are? Even if you are no alt it doesnt matter as no ones going to be ****ing off any Alliances or Corps by shooting at a corp thats got npc leadership.
Thats the bottom line really. Its paranoid but its an unwritten rule that most people follow.

If I understand everyone, no one in particular 'claims' pure blind...this is just an unwritten rule about killing npc characters. Thats cool.
The part about firing on me after not answering my KOS question I found sorta funny, but I thought carebear corps operated under some sort of code of integrity. Maybe things have changed since my carebear days
I don't wanna name and shame him, I get the feeling he was a carebear that thought he could get an easy PvP gank to post about. He just had a bad run of luck this time. I could be wrong about him cause I've never seen him before yesterday. Just a feeling.

just so you know npc corp members are KOS to DVRN. especially if they've been members of a pirate corp. im not sure who this guy was but it sounds to me like he did warn you saying npc corp members were KOS. Director, Divine Retribution

not necessarily. Please re-read my original questions. Being fired upon is ok, being KOS is ok. My question was about who claims pure blind, and what sort of rules carebear corps/herds operate under these days.
My questions have been pretty much answered, thanks for the replies.

I think the funny part of the story is the guy was trying to be nice and the local muppet shot first against an old gunslinger and got wasted for his or her pains.

NPC corps are ALWAYS KOS, even if it is like a year old character, its basically something to shoot, and everyone who's not a "pirate" loves any excuse to shoot stuff.
Pureblind is NOT claimed by ANYONE, therefore there is NO rules at all. You will see ALOT of corps there, its pretty much a warzone nearly all the time.

Btw: Guess it's kinda ironic that all the corps out there that bleat on about piracy will use any excuse they can to justify shooting somone else (which is basically piracy anyway), such as, you're in an npc corp, we own this system and so on.
Somone tried this and ended up short one ship, good work to me old mate noit

Pure Blind has historically been a no man's land and a war zone. It is a buffer zone between G, who contol Fade, and IRON, who control Deklein. The "owner" is whoever has the most ships at the time. If you are not allied with anyone or not in a known corp, it would not be safe to fly there. If there are hostiles around you would probably be killed as a potential spy.
