Hi
Not sure if it's exactly what you you are looking for, but thought I'd put it in here.
I can build ships. In fact, that is really all I can do. Right now I can build all T1, T2 and capitals (less Titan). I'm just now getting started on T3. While I have no waste and am most focused, I feel I might not be up to what you need as it will be another month before you get your two racial V's.

How much are you looking for?
While your toon is on its way to being effective, it has at least 2-3 months before it be of use.
