It's not in-game, even though it exists in the database, for obvious reasons.
I can just imagine the carnage it'd cause in Yulai

If a persons in a 120 mil isk Battleship is he or she really going to want to gank some haulers and frigs in Yulai and lose that ship.
What would even stop this from being exploited from a Insurance standpoint is that the use of the HellStorm negates your insurance payout.
If this was in effect no one would gank in Yulai ever heh.

wont work.. 1st one does 20k dmg to hull. I know of no ships in game YET that can handle 20k hull dmage.
