Just a little question....
I'm a bit unsure about the sensor boosters. I will get at range bonus of 50% but also an scan resolution decrease of 50%. Will that mean that it takes twice as long time for me to lock the target?
Are there any way for my to calculate how long time it will take if I know what ship to use and what ship to target?

I'm not sure but for scan resolution, the lower the number the better.
Which PA character are you?

Higher number is better isn't it? BS have lower numbers than frigs for example, for scan resolution.

Sensor Boosters increase your max targeting range as well as decrease the time it takes for you to lock something.

Coming from a physics pov, resolution is the smallest object that you can pick out from a larger image, the smaller the resolution, the smaller the objects you can get. This should make it easier to target the smaller things like frigs and decrease lock time on everything else as well.
In EVE's case it might be refering to the area you can scan, so the more you can scan the faster you can lock something, just a possiblity but if anyone knows something about it please enlighten us :)

True that. He might be getting confused with signature resolution of guns, where lower is better.
