What, precisely, is the logic behind giving the Maulus a bonus in remote sensor dampening, when it's a ship designed for propulsion jamming? Wouldn't some kind of bonus to prop jamming make the Maulus more useful as a tackler?
Just curious. This seemed like a weird decision to me.

It looks like remote sensor dampening is a gallente racial speciality. (If I am remembering the celestis bonus correctly)

Well he's talking about the description of the Maulus.
The Maulus is a high-tech vessel, specialized for electronic warfare. It is particularly valued amongst bounty hunters for the ship's optimization for warp scrambling technology, giving its targets no chance of escape.
It would make more sense if they changed the ship's description or changed the ship bonus to 5% greater range for warp scramblers.

Said bonus allowed me to drive off a corpmate in a kestrel during an initial skirmish and then destroy him in the second skirmish without a single volley touching me.

I wouldnt complain about the maulus. Just use something else for propulsion jamming, and bring a couple mauluseses along in your frigate swarms with dampeners for EW support. I see them filling much the same role Griffins would fill in a pre-patch frigate swarm, as the EW backup to keep that raven from NOSing the crap out of all of your frigs.
