This game straight up needs more small gang targets. I wish to create one such target with following module:
A mining ray deflector: This is an object you anchor between the moon harvesting array and the moon it is harvesting. Once operational, it will deflects a portion of the harvested goods into this module. Essentially, it steals moongoo from the harvester every harvest cycle, and stores it for you to plunder.
Limitations and further Explanations: [list] Only allow one per moon, and only allow it to steal maybe 25ish % of the harvest cycle's output. --- These are meant to annoy the moon miner, not eliminate their production!
It needs to be deployed on-grid of the POS (But not necessarily within POS weapons range... )
Make it easily deployed (Under 5 minute anchor/unanchor time and about the size of a medium warp bubble)
Make it inexpensive (I'd aim at a 1-10 m price tag)....
Make it easily destroyed (100k EHP or less)... the POS owners don't need a fleet to destroy these, they are small gang and even solo-able targets.
Only allow it to hold a limited amount of moongoo (like perhaps 2-3 hours worth)... This ensures anyone stealing moongoo has to make regular trips to pickup their stolen goods.
Have it create a KM when destroyed (A. To record the thieving alliance, B. To give a defender proof of his efforts).
When anchored, have it send out notifications that the POS is under attack / theft.....
The benefits of this:
1.) By remaining out of range of the POS weapons, a small gang can maraud any moon. This is essentially a guerrilla tactic that can be used by any small group to plunder resources from a larger group.
2.) Only a small response is necessary to remove the threat.... leaving this a small gang activity... however, it can naturally escalate.
3.) A presence near the Moon Mining tower is suddenly necessary in order to maintain the tower's full yield.... This mechanic would be a HUGE boon to lowsec dwellers, as while major nullsec alliance typically wield the power to control ownership of valuable moons. Essentially, if you lack the local presence to keep your moon from being marauded, you can lose up to 25% of it's yield!!!
What are the Cons to this?
A.) Marginally profitable moon mining will become unprofitable when marauded.
B.) The disruption of incoming resources to a reaction system from a moon harvester could disrupt entire reaction cycles.
C.) It would ideally require a visual effect to illuminate the "in between the moon and the harvester array" trajectory. |

No-one else could anchor a second mining ray deflector... until they blow up your mining ray deflector... Granted, I hadn't thought of this. It's a fairly ingenious idea, as you could anchor it within weapons range of your POS, thereby providing it some protection.
If we don't want such a scenario, we could have the mining ray deflector steal 25% of the harvest even if it doesn't have room to store it (meaning 25% is just lost when it's full). However, I don't know if that's would be a good thing, or a bad thing.
*edit* I should probably add the caveat: The mining ray deflector cannot be anchored INSIDE a POS's shields. |

Perhaps....
I've heard various rumors from total elimination of POS moon harvesting to creation of moon-goo roids that'll diminish the value of moon harvesting....
If they leave any form of passive moon-goo harvesting, this module could be altered to work with it. |

That said, I applaud the attitude. Big powers raking in big income makes them harder to fight against. Cloaking being on a ten minute manual cycle timer? (Author: Bree Okanata) Fine. As long as there is a ten minute timer for being docked in a station. Also, you can't stop moving in the game. Just add in a way so every ten minutes you are randomly warped to the nearest other player. Keeps people from going AFK. |

Simple way to stop people putting ones out themselves. Allow anyone to remove the moon goo from it. Just like a container. That way you would never put one out since it would be like giving small gangs the goo free :P

One POS Gunner and your Goo Snatcher is dead, then you don't get your small gang targets because the gunner is safe in the FF. Seems like a waste of ISK to me.
Although... I guess you could do some Grid-Fu and extend the Grid WAY far out of POS Guns/Gunners range. Hard to say. -Bl+¦d

Extending the Grid beyond POS gunnery range is very easy to do. I do it all the time when I want to put a bubble trap at on a well armed Jump Bridge.... |

Looking at recent (not current) prices of moongoo, some of the stats on this need moderate tweaking:
Most moons are not some huge isk faucet:

Vanadium is 2.5 k / unit, harvesting about 6m isk worth a day... netting about 3m isk per day... Chromium is 3.5 k / unit, harvesting about 8.4m isk worth a day... netting about 5m isk per day... Platinum is 8 k / unit, harvesting about 19m isk worth a day... netting about 16m isk per day...
If you move up to the R32: Caesium, 2.5k / unit, 3 m net per day... Technetium, 77k / unit, 150 m net per day... <-- This is the bottleneck super-goo everyone talks about, currently poviding 4.5b / month... Hafnium, 2k / unit, 2 m net per day... Mercury, 6k / unit, 10 m per day...
If you look at top ends R64: Promethium, 4k / unit, 6m net per day... Dysprosium, 9k / unit, 18 m net per day... Neodymium, 32k / unit, 60 m per day... <-- This is nice, but under 2b / month... Thulium, 1.5k / unit, 0.5 m per day...
I tweaked theft rate, price tag, and storage capability to reflect his...

The game is weakened when larger powers become more stable simply due to size.
Keep in mind, the larger powers, along with everyone else, are in this game FOR the conflict. Cloaking being on a ten minute manual cycle timer? (Author: Bree Okanata) Fine. As long as there is a ten minute timer for being docked in a station. Also, you can't stop moving in the game. Just add in a way so every ten minutes you are randomly warped to the nearest other player. Keeps people from going AFK. |
