As far as I know Zaneg you can't anchor secure cans in high sec empire (never tried this though so I could be wrong). So using them is even more risky as the ore thief just steals your entire can. Don't know what they do once they get it as I doubt they can open it. They can probably reprocess it and the contents will be released or something.
I would doubt your secure can would be there for long if you can't anchor it.
Secure cans are useless for mining for several reasons. All they are good for is making your hauler capacity bigger.

Click "Find Answers" then search for "ore theif" and select the "why is it so easy to steal ore"
-------- Why is it so easy to steal ore ? Question Why is it so easy to steal ore ? Answer The regular containers were designed to jettison unwanted items into space or to hold loot from blown up ships. They were designed so that any player could take from them because that was essential for them to function as they were intended. Players later invented the "container mining" method after noticing that the containers could hold way more than any cargo hold. This use for the containers was never intended and it has the obvious flaw that any player with a reduced sense of right and wrong can come by and take everything from the container and no one can do anything about it.
This risk should be known to all players and there will be no reimbursement for ore lost this way. Also, ore "theft" is not considered harassment so no punishment will be dealt out to those who choose to "steal". Players who are thinking of taking up a career as ore thiefs should note that they will face a lifetime of unpopularity and unhappiness as a result.
CCP has decided to meet players halfway by implementing secure containers that can be bought on the market and have the advantage of being equipped with a password lock. These containers cost money and do not hold the vast amount of ore that the regular containers do. However, with good organization and frequent ore pickups using Industrial ships, they can be very useful for large scale mining operations.
The bottom line is: If you use regular containers to store your ore you assume all the risk. Having your valuables floating in space in an unsecured container is equivalent to throwing money on the street. Should you lurk nearby and wait for someone to take the money and then attack him, the police would deal with you, not him. The same goes in Eve. If you attack a player who just took "your" ore from a regular container in a system with a security level of 0.5 or higher. You will be destroyed by Concord.
Umm, that says players beware you won't get support from the GMs on a petition nor can you shoot ore thieves. It doesn't say it's an exploit and that you can't do it. More of if you do it you take your chances and if you get robbed oh well. |

Actually what it said was that players were using the jet cans in ways that CCP did not anticipate to gain an advantage over other legitimate players. Therefore, CCP considered the "jet can" method of mining exploitative of the jetcan's originally intended purpose.
That in itself however, does not mean jet can mining = wrong. It simply means that since a natural balance in this case has occurred (i.e. ore thievery), that there was no need to do anything on CCP's end to prevent the otherwise unintentional advantage the jettison can gave mining players. In other words, the advantage of mining in this manner has some reward and risk, and therefore some balance.
However, as the above text quite clearly states, players should not expect to get support from a GM for reimbursement if their ore gets stolen while using a jet can for mining.
So again I ask the question: why does the moaning regarding ore thievery and jet cans continue when CCP has been quite clear about the situation???
Can this topic be dropped now fer crying out loud? ______________________________________________

You can anchor in 0.7 and below, but not in 0.8 and up.

To all miners just give up mining do not mine ice or ore any more when you sell your stuff it tells the ganks what people are mining.
So just shoot and kill all the NPC's save up on the loot you have then sell it on the market to the gankers to make them all happy!
