After sitting back, and looking at the arguments for and against pirating I think the problem is that there is no in game support for player pirates.
OK, OK. I know a lot of non pirate players are going to shout out loud and say wtf is this guy going on about. But think about it.
What alternative is there for players who want to take a more 'confrontational' role in Eve. There's nothing. The game mechanics forced them into Empire space in the first place to find prey to hunt, then when players who don't particularly want to get involved with PvP play complained, they have been forced right out of Empire space.
What more then anything is desperatly needed is for all players to be made to want to go into non Empire space, where everybody knows there are lots to be gained, but where the risk of pirates is huge, and more importently the pirates there are human as a rule and not just harder NPC.
One of the things that I think will make this happen, will be the introduction of player run Stations. It is this elemnt that is currently missing, but which I feel is so desperatly needed to get Eve truely kicked off.
Using mOo as an example. If they were able to build their own Station now in none Empire space, they would be so busy carving out and building mOo space that they would have less need to come into Empire Space. Once you have a set base of opperations, you have to defend it, you have to work the area to make it worth while. but most importently it gives you something to focus on.
Even non Pirate players will benefit, as even pirates will need traders (read fence here) to shift their profits for them, and turn them into hard currency. Here is where the smugglers and black marketeers can come into their own.
We've seen the results of non supported pirates and that alone has caused more arguments then anything, that alone has made the Devs change things to try and counter them and get them out of Empire Space.
Eve desperatly needs player Stations, and needs them as soon as possible. Then, and only then will we see the game start heading in the direction we all know it has the portential to head in.

Player stations are in the code, I saw one spawned on chaos before they put the patch over, so I guess they're enabled, but nobody has found one yet.
I'm actually making the effort to go looking for one, at the cost of earning isk.
Still, there is no guarantee that any have been placed anywhere. I'd like to hear from someone, anyone in fact, that there are some in game, and a rough idea of how many were placed.
Of course, if I do find one, I'll let you all know. About 3 hours after it's finished building.... .

Ive seen 1 so far while flying around. But there is no option to "build" a station yet except the show info says this is a place where you can build a station. So they are in the game, just that you cant build them yet. Or if there is a way to build them I just dont know how to at the moment.

Something that people forget, however, is that pirate corporations are often smaller. They tend to be a tighter group of friends than your megacorp. For one thing, that's the only way to prevent infiltration and setup.
But the stations CCP is implementing are full featured, hulking monsters that they claim would take vast mining resources to construct.
*cough* Not something for a pirate. Pirates have pirate dens. They do not have skyscrapers in downtown Manhattan. A full featured station would be innappropriate and way too manpower intensive for most pirate corps to construct. Nevermind trying to get a bunch of drunken guys all to mine the same roid belt at the same time ;)
A smaller outpost type station is needed. Little, if any, ability to defend itself as the secrecy of it's location is it's defense.
Limited station services. A repair bay and 2-4 factory slots. No labs (drunk pirate + laboratory = crimes against humanity or disasters beginning with "*Hic*...Oops").
No market, as that would give away it's location.
Recycling services.
No insurance services (can you see a State Farm Agent asking a drug lord "Hi! Mind if I setup an office here in your ******* plant?").
Just the basic essentials. If pirates want a full fledge station...they'll go take one from someone.

i do belive that, as with ships, there are multiple station types....
the ones you see now are all Empire or NPC-Corp owned, and therefore fscking huge. But i suspect more variety will exist, from tiny outposts to huge shipyard-foundries......

I disagree that pirates dont have the rescources to get their own station. I would say that m0o must be one of the most profitable corps in ever right now, and I hold up as evidence that they are ALL flying their own battleships right now. How many corps do YOU know who can outfit even one or two members with battleships?

The difference is did they buy those battleships (best bet) or mine the minerals for those battleships (wouldn't bet too much on that one). Can't see m0o going out and hiring miners to mine the minerals needed. And the requirements during beta alone were asinine.

So the "Buy Order" option is unavailable if you are pirate corp, I think not ?

Isn't there a historical occurrence of this kind of thing? 18th Century pirates joined forces and made use of some of their booty to found a large and successful freeport in the West Indies.
Of course for pirates in Eve to do this would mean the different small corps cooperating, and developing some trust among traders that they won't be randomly podding anyone who wanders their way. Plus diverting some of that money and attention away from the 'I've got a bigger gun than you' style of piracy that's been comon to date.
A bit more imagination and forward thinking along these lines would certainly help the pirates of Eve add more fully to the development of the game - so long as noone tries to call their station Mos Eisley ;)

Simple solution.
NPC Pirate Corps/Factions should have well hidden out of the way stations. (in nebula's, asteroids, etc) They shouldn't show up on system station lists. Players with positive faction towards the owning corp should be able to land at them.
'Good' Players have places they can setup a 'base of operations' from. I don't see why 'Evil' Players can't either.
As a side effect these stations could be used for blackmarket/contraband trading. ie. trading in items not avalible on the general market.

I agree with you fully there EvilGrin. Another though. If NPC pirates can use all those deralict stations, why not shift them out into non empire space and let them be dockable to players with a negative sec rate.
It would be interesting to see how totally unregulated systems would flourish compaired with the highly regulated systems in empire space.
