You mentioned 'fee paid until xxxx'.
The catch with transferring characters, is that you transfer a character, not the account. It costs $20 USD to transfer a character.
As stated by CCP, the seller (fisty in this case) must pay the cost.

than what they do with it its the bidders own choice
