If you want to put forward a business case for WiS using the development strategy template the CSM7 document used, go right ahead.
You'll probably need a bit more substance than 'it would be kewl and awesome' and 'CCP promised us WiS' though. Titans were never meant to be "cost effective", its a huge ****.-á- CCP Oveur, 2006

'Everyone would play Eve if only we had avatars and CCP would make bazillions of dollars' was exactly the thinking behind Incarna. Did it result in a massive influx of new players because they suddenly had human avatars or was Eve largely ignored by gamers post-Incarna just as it had been before? I'd like to think that CCP are investing their finances wisely on innovation and new things for players to do.
If Dust flops horribly, there may be planetside (heh) activities that can be salvaged from the wreckage and incorporated into WiS gameplay. Until then, CCP would be better off focusing their Avatar-based efforts on the in-station activities they have been promising for the last 6 years, and making good the scar on their name that was Incarna, rather than running off to chase the latest shiny thing.
