Can someone tell me, or at least show me, where there is a comprehensive explaination of how the Sec Rating and Sec Level system works (Especially since the last patch).
This is what I have gotten from the FAQs and Support on the Official Site:
Can place bounty on someone if their SR is 2.0 or less
Can attack player if SR -5.0 or less and suffer no SR hit
Cannot attack anyone in high sec (.45+) Empire space. (Unless you are at war...)
You can podkill a player with -5.0 sec rating or less.
Questions: What about podkilling in non-empire space (and 0.0 sec)?
Attacking a player with a SR of -5.0 or less in Empire Space, next to a jumpgate with sentry guns? -How about in Empire space, in a .45 or less sec system?
Basically, I'm really confused on all the permutations of the sec rating stuff. Can someone clear this up? Since CCP can't keep current with this stuff on their website, can I get an answer that it more than just rumor?

As I understand it there's a conflict of interest in the bounty system. On one hand you should be able to put a bounty on anyone, not just players with really low sec ratings. On the other hand you shouldn't be able to kill anyone without loosing security rating in which case all bounty hunters would be forced to negative sec ratings being chased by police wherever they go.
Removing the loss of sec.rating for killing players with bountys on them wouldn't really work that well either since anyone could just put a small bounty on someone he wants to attack and then do so.
Please share your ideas on how to solve this.

This is the only reply I have had so far..and this is posted in three forums? Sure, you get 7 pages of replies for Playboy looking for Miss July...but ask a question and you get nothing? These forums are useless...
Anyway... I don't see that much of a conflict. You can't go around killing people just because they have a bounty, even if they are criminals. If they are really bad criminals, and their death is sanctioned by the state (legit bounty)then OK. If you want someone killed, make an announcement on the bounty channel (or any other means) and hire a contract on them. So what if the person will take a hit...they are murdering someone.
Don't confuse state sanctioned bounties, and murder contracts.

The way the sec ratings work is secret. Nobody will tell you and it's not documented anywhere.
The only things I have experience of (myself or corp mates): - A player must be -5 for you to attack them without penalty - You _do_ take a sec hit in 0.0 for attacking - You always take a penalty for podkilling even if they started it (except for corp wars) - You gain 0.1 a day (if negative rating)
And the only penalty I'm sure of is that you take a 0.1 hit for attacking an innocent (read: ore stealer) in a 0.7 system.
I posted a list of questions about sec ratings ages ago so I could document and release but as you've seen...the response is awesome.
