a quick question if I may, are corp members allowed to shoot at each other in 0.5 û 1.0 space with out intervention from concord nor to detriment of their security rating ?
<not talking about pod killing them, but just want to do some weapon and ecm tests>
Or would a quiet 0.4 system be more appropriate ?

There will be no concord intervention or security loss, even from destroying ships.
This makes live fire excercises perfectly legal, and if I might add, tons of fun.

You can shoot at corp mates everywhere and whenever you want. This does not go for gangmembers, however. Only people in your own corp.

Just watch out if you are using smartbombs when in high security space.. concord don't like you hitting other objects .. they tend to treat you like a practice target then

One of the corps I was in held frigate wars every so often. We would split into two teams and go at it. Big fun! 
I chopped Bunny into little pieces.

Kidding a side you can learn lots about PvP by forcing two people to fight on even ground by forcing the same, limited ship. No ship bonuses, ship skill bonuses or anything like that to confuse or give one side an advantage. Simple tactics and fitting.

wouldnt advise it if your in a npc corp ie the one you start in

Tane is right, NPC corps don't count, it has to be a PC created corp.
I had a couple corp mates testing out setups on each other....one in a megathron, the other in a 'geddon. The one in the 'geddon tried the gankageddon setup to see how much dmg he could do. So my other corp mate went and fit all blasters and as many damage mods as he could squeeze on and tried that, and accidentally blew up the 'geddon (Yeah, uninsured). 
He claims one of his guns got stuck on but I just think he's bloodthirsty. 
By the way...if you are concerned about blowing up each others ships, I strongly recommend you set turrents and launchers to "manual fire" mode.
